June 9, 1987 <br /> <br /> 87-262 Letter from the City Manager recommending adop~isn of <br />~n ordinance to amend Section 31-201 of the City Code by amending <br />the definition of "employee" pertaining to the Portsmouth Supple- <br /> Retirement System. <br /> <br /> "Legislation passed by the General <br />of the City Council to partfcipate in a <br />such is in place. <br /> <br />Asssmbly now permits members <br />local retirement system if <br /> <br /> The City of Portsmouth has two local retirement systems it <br />currently administers, the Fire and Police Retirement System and <br />the Portsmouth Supplemental Retirement System. In light of the <br />legislation adopted by the General Assembly, I recommend that the <br />City Council modify the City Code to permit the Council membership <br />in the Portsmouth Supplemental Retirement System. <br /> <br /> I have requested the City Attorney to prepare the necessary <br />code changes for your review.' <br /> <br /> On motion of Mr. Simpson <br />ordinance was adopted on first <br />vote: <br /> <br />and seconded by Mrs. Webb the followi~ <br />and final reading,and by the followi~ <br /> <br />"AN ORDINANCE TO AMEND SECTION 51-201 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING THE <br />DEFINITION OF "EMPLOYEE" PERTAINING TO THE PORTSMOUTH <br />SUPPLEMENTAL RETIREMENT SYSTEM." <br /> <br />Ayes: Barnes, Corprew, Gray, Simpson <br />Nays: Webb, Holley <br /> <br /> 87-263 - Letter from the City Manager recommending adoption of <br />s resolution to transfer City-owned land in PortCentre Phase II to <br />Portsmouth Redevelopment & Housing Autority. <br /> <br /> "City Council has previously appropriated funds for completion <br />of the .utility work in Phase II of the PortCentre Commerce Park. <br /> recommend adoption of the resolution authorizing conveyance of <br />Clt)-owned property in thms area so that Portsmouth Redevelopment <br />and~Hom-sing Authority may complete consolidation of the development <br />parcels and commence marketing efforts for these properties." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes the following <br />resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY- <br />OWNED PROPERTY TO PORTSMOUTH REDEVELOPMENT AND HOUSING <br />AUTHORITY IN CONNECTION WITH THE DEVELOPMENT OF PORTCENTRE <br />PHASE II. <br /> <br /> YHEREAS, the City of Portsmouth owns certain hereinafter- <br />described real property located in the arsa designated for developm~ <br />of PortCentre Phase II; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has <br />been designated by the City Council as the agency responsible for <br />consolidation of the properties and marketing the same for dev~lopm~ <br />in the PortCentre Commerce Park; and <br /> <br /> WHEREAS, Section 2.09 (c) of the Charter of the City of <br />Portsmouth provides that real property may be conveyed to the <br />Commonwealth of Virginia, or a political subdivision thereof, with- <br />out advertisement and receip~ of bids; and <br /> <br /> ~ ~HE'~R. EAS~,~ortsmouth Redevelopment and Housing Authority is a <br />po±mtlca± suhoivison of the Commonwealth of Virginia. <br /> <br /> <br />
