January 8, 2013 Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None - New Business - 13 - 26 -Boards and Commissions Mr. Moody offered the following nominations: CITY MANAGER John L. Rowe, Jr. to be appointed to replace Kenneth L. Chandler on the following boards: Hampton Roads Regional Jail Authority Community Policy & Management Team Transportation District Commission of Hampton Roads (Alternate) Hampton Roads Planning District Commission (Alternate) Motion by Mr. Moody, and seconded by Mr. Cherry, to close nominations, and the above nominations were adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 13 - 27 -Items Submitted by Council Members • Adoption of an ordinance by City Council hereby exempting the annual Buffalo Riders Parade of Horses from any additional City expenses in accordance with City Code Section 22-12. Vision Principle: Efficient, Responsive Government. Motion by Ms. Psimas, and seconded by Mr. Edmonds, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 22-12(c) THEREOF TO WAIVE SPECIAL EVENTS COSTS OF CITY SERVICES FOR THE BUFFALO RIDERS PARADE OF HORSES." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None - Mayor Wright spoke on the following events: - Recognized a Boy Scout Troop from the City of Chesapeake. - Congratulated former Interim Mayor Bernard Griffin on his 50t" Wedding Anniversary. - Vice Mayor Cherry recognized his wife and the members of the Delta Sigma Theta Sorority. 13 - 28 -Report on Pending Items • Bernadette Hogge, Ombudsman, gave an update on items of concern presented by citizens at the December 11, 2012 City Council Meeting. 13 - 29 -Non-Agenda Speakers - Mayor Wright read the following statement: City Council has had along-standing practice of providing non-agenda speakers with an opportunity to address matters of public concern as part of Council's regular agenda. Council rules allow each speaker up to five minutes to express such concerns, and on a case-by-case situation, a speaker may be granted additional time to complete his or her presentation. This portion of the meeting has been televised in the past.
