January 8, 2013 <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- New Business - <br />13 - 26 -Boards and Commissions <br />Mr. Moody offered the following nominations: <br />CITY MANAGER <br />John L. Rowe, Jr. to be appointed to replace Kenneth L. Chandler on the following <br />boards: <br />Hampton Roads Regional Jail Authority <br />Community Policy & Management Team <br />Transportation District Commission of Hampton Roads (Alternate) <br />Hampton Roads Planning District Commission (Alternate) <br />Motion by Mr. Moody, and seconded by Mr. Cherry, to close nominations, and <br />the above nominations were adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 27 -Items Submitted by Council Members <br />• Adoption of an ordinance by City Council hereby exempting the annual <br />Buffalo Riders Parade of Horses from any additional City expenses in <br />accordance with City Code Section 22-12. Vision Principle: Efficient, <br />Responsive Government. <br />Motion by Ms. Psimas, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 22-12(c) THEREOF TO <br />WAIVE SPECIAL EVENTS COSTS OF CITY SERVICES FOR THE BUFFALO <br />RIDERS PARADE OF HORSES." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- Mayor Wright spoke on the following events: <br />- Recognized a Boy Scout Troop from the City of Chesapeake. <br />- Congratulated former Interim Mayor Bernard Griffin on his 50t" Wedding <br />Anniversary. <br />- Vice Mayor Cherry recognized his wife and the members of the Delta Sigma Theta <br />Sorority. <br />13 - 28 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the December 11, 2012 City Council Meeting. <br />13 - 29 -Non-Agenda Speakers <br />- Mayor Wright read the following statement: <br />City Council has had along-standing practice of providing non-agenda speakers with an <br />opportunity to address matters of public concern as part of Council's regular agenda. <br />Council rules allow each speaker up to five minutes to express such concerns, and on a <br />case-by-case situation, a speaker may be granted additional time to complete his or her <br />presentation. This portion of the meeting has been televised in the past. <br />
