<br />At a Called Meeting of the City Council on Tuesday, January 8, 2013, there were
<br />present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas,. Curtis E. Edmonds, Sr., Danny W. Meeks, City
<br />Manager John L. Rowe, Jr., City Attorney George M. Willson.
<br />13 - 18 -The following call for the meeting was read:
<br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 8, 2013 for the
<br />purpose of a Public Work Session.
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />By order of the Mayor."
<br />13 - 19 -The following items were discussed in Public Work Session:
<br />1. Paradise Creek Nature Park Update -Brannon Godfrey, Deputy City Manager
<br />2. Center for Community Development, Inc. (CCDI) -Fred Brusso, Interim Planning
<br />Director
<br />3. Parade Permits -Bryan Foster, Interim Deputy City Manager

<br />Regular Meeting Minutes
<br />13 - 20 -Motion by Ms. Randall, and seconded by Mr. Edmonds, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss:
<br />- Discussion, consideration, or interview of a candidate for appointment to the
<br />Portsmouth Port and Industrial Commission, as permitted under Subsection A.1;
<br />and
<br />- Consultation with legal counsel and briefing by staff regarding two matters of
<br />actual litigation involving claims against the City and a legal matter involving the
<br />City's Lake Kilby, as permitted under Subsection A.7.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />Motion by Mr. Moody, and seconded by Mr. Cherry, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
