December 11, 2012 <br />At a Regular Meeting of the City Council on Tuesday, December 11, 2012, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Dr. Curtis E. Edmonds, Sr., City Manager <br />John L. Rowe, Jr., City Attorney G. Timothy Oksman. <br />Pastor Robert Lee opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting of November 26, 2012, of a Called Meeting of November 27, 2012, <br />and of a Regular Meeting of November 27, 2012, and was adopted by the following <br />vote: <br />Ayes: Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 490 -Presentations: <br />• Presentation to Vice Mayor Charles B. Whitehurst, Sr. and Councilman Stephen E. <br />Heretick for faithful City Council Service. <br />• Presentation of Service Pin to Councilwoman Marlene W. Randall for 10 years of <br />City Council Service. <br />• Mayor Wright congratulated the Portsmouth Redevelopment and Housing Authority <br />for receiving the National Association of Housing and Redevelopment Officials <br />Award of Excellence for Seaboard Square One. <br />• Presentation of the Environmental Protection Agency's National Award of Smart <br />Growth Achievement to City Manager John Rowe and the Planning Department <br />Staff. <br />- City Manager's Report - <br />12 - 491- Adoption of a resolution requesting that the Virginia Department of <br />Housing and Community Development retain the current boundaries of the <br />Hampton Roads Planning District Commission. Vision Principle: Efficient, <br />Responsive Government. <br />Background: <br />• The Virginia Department of Housing and Community Development is conducting <br />a periodic review of the boundaries of the planning commissions, as required by the <br />Code of Virginia, Section 36-139.7. <br />• As part of this process, the governmental subdivisions within the planning district <br />must express by resolution their approval of the current boundaries and their continued <br />membership in the HRPDC. <br />• Portsmouth has been a member of the HRPDC, and its predecessor the <br />Southeastern Virginia Planning District Commission since its establishment in 1969. <br />Discussion: <br />• The HRPDC has been instrumental in providing the structure and leadership for <br />regional cooperation, involving the region's elected officials, chief administrative officers, <br />and technical staff. Issues include emergency management, economic analysis and <br />development, environmental and regulatory issues, housing and transportation. <br />• The City supports these regional cooperative programs and committees as the <br />most cost-effective approach to addressing the issues, threats and opportunities that <br />impact the Hampton Roads localities. <br />• The City of Portsmouth supports the current boundaries of the HRPDC and <br />continued membership in the organization. The HRPDC recommends no changes. <br />
