December 11, 2012 At a Called Meeting of the City Council on Tuesday, December 11, 2012, there were present: Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., *Marlene W. Randall, Stephen E. Heretick, *Dr. Curtis E. Edmonds, Sr., City Manager John L. Rowe, Jr., City Attorney G. Timothy Oksman. 12 - 487 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, December 11, 2012 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 12 - 488 -The following items were discussed in Public Work Session: 1. City Rating Bond Issuance Update -John Rowe, City Manager 2. Audit Report Update -Carol Swindell, Chief Financial Officer 3. Center for Community Development Inc. (CCDI) -Fred Brusso, Interim Planning Director 4. MLK Project Update -John Rowe, City Manager 5. City Council Liaison Reports - Councilman Moody • Virginia Sports Hall of Fame Report 12 - 489 -Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A)(I) of the Code of Virginia, to discuss the performance of an individual employee or employees and possible employee appointments. The subject matter of the meeting is to discuss personnel matters. The purpose of the meeting is to permit confidential discussion of this subject. The motion was adopted by the following vote: Ayes: Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None Motion by Mr. Edmonds, and seconded by Mr. Heretick, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None
