November 27, 2012 <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />- City Manager's Report - <br />12 - 461 -Adoption of an ordinance accepting a Four for Life EMS grant in the <br />amount of $72,249.32 from the Virginia Office of Emergency Medical Services and <br />appropriating said amount in the FY 2012-13 Grants Fund to be used by the <br />Department of Fire, Rescue, and Emergency Services for the delivery of medical <br />services. Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• The Four for Life program, as amended in 2000, stipulates that four additional <br />dollars be charged and collected at the time of registration of each passenger vehicle, <br />pickup and panel truck. <br />• The funds collected, pursuant to Section 46.2-694, Code of Virginia, shall be <br />used for emergency medical services. <br />Discussion: <br />• This grant allows for the purchase of necessary equipment and supplies in <br />support of the Portsmouth Fire, Rescue and Emergency Services (PFRES) medical <br />service delivery. <br />• This funding source also allows for the training of PFRES personnel. <br />Financial Impact: <br />• These grant funds require no cash match. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• Purchase emergency medical equipment, supplies, and training in support of <br />PFRES operations. <br />Motion by Mr. Edmonds, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A FOUR FOR LIFE EMS GRANT IN THE AMOUNT OF <br />$72,249.32 FROM THE VIRGINIA OFFICE OF EMERGENCY MEDICAL SERVICES <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2012-13 GRANTS FUND TO BE <br />USED BY THE DEPARTMENT OF FIRE, RESCUE, AND EMERGENCY SERVICES <br />FOR THE DELIVERY OF MEDICAL SERVICES." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 462 -Adoption of an ordinance to appropriate the sum of $100,473 in the FY <br />2012-13 General Fund to be used as contingency funding for future Public Health <br />Department expenditures. Vision Principles: Quality of Life, and Efficient, <br />Responsive Government. <br />Background: <br />• $100,473 was unexpended from FY 2011-2012 City Public Health Funds due to <br />staffing vacancies at PHD including the health director position. This amount was <br />returned to the City in FY 2012-13, the current fiscal year. <br />• PHD is funded cooperatively through a state and local city match system. To <br />receive the full amount of State Public Health Funds, a full City Public Health Fund <br />match is required. The state share is 62.292% and the local city share is 38.708%. For <br />every dollar that is not matched by the locality, there is approximately a $2.61 reduction <br />in total funding to provide health department services. <br />
