<br />At a Called Meeting of the City Council on Tuesday, November 27, 2012, there
<br />were present:
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />*Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr.,
<br />Acting City Manager J. Brannon Godfrey, City Attorney G. Timothy Oksman.
<br />12 - 457 -The following call for the meeting was read:
<br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 27, 2012 for
<br />the purpose of a Public Work Session.
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />By order of the Mayor."
<br />12 - 458 -The following items were discussed in Public Work Session:

<br />2. Police Chief Report -Chief Edward Hargis
<br />3. Economic Development Authority (EDA) proposal for Regional Jail Community

<br />12 - 459 -Motion by Mr. Heretick, and seconded by Mr. Edmonds, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711(A)(1) of the Code of Virginia, to
<br />discuss appointments to boards and commissions.
<br />The subject matter of the meeting is to discuss the qualifications of candidates
<br />for appointment.
<br />The purpose of the meeting is to permit confidential discussion of candidates.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
<br />The motion was adopted by the following vote:
