November 13, 2012 <br />At a Called Meeting of the City Council on Tuesday, November 13, 2012, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Acting City Manager <br />J. Brannon Godfrey, City Attorney G. Timothy Oksman. <br />12 - 436 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 13, 2012 for <br />the purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />12 - 437 -The following items were discussed in Public Work Session: <br />1. Citizen Survey Results -Carla Lindeman, Chief Financial Officer /Rob Phelps, <br />Senior Account Executive, Issues and Answer, Inc. <br />2. Solid Waste Management 2018 -Robert Gardner, Senior Vice President, SCS <br />Engineers <br />3. Hampton Roads Regional Jail Community Based Corrections Plan - J. Brannon <br />Godfrey, Acting City Manager <br />4. Hot Topics <br />- J. Brannon Godfrey, Acting City Manager / G. Timothy Oksman, City Attorney - <br />• No Tolls Bumper Stickers <br />- Bryan Foster, Interim Deputy City Manager - <br />• City of Suffolk Pump Station #23 Replacement <br />• Consolidating Environmental Inspectors <br />12 - 438 -Motion by Ms. Randall, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A)(I) of the Code of Virginia, to <br />discuss the performance of public officials and appointments by City Council: <br />The subject matter of the meeting is to discuss performance matters and also <br />appointments that are made by City Council. <br />The purpose of the meeting is to permit confidential discussion of candidates and <br />personnel matters. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />Motion by Ms. Randall, and seconded by Mr. Heretick, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
