October 23, 2012 - City Manager's Report - 12 - 425 -Adoption of an ordinance accepting a grant in the amount of $5,951.43 from the Department of Justice -Bureau of Justice Assistance Bulletproof Vests Program and appropriating said sum in the FY 2012-13 Grants Fund for use by the Portsmouth Police Department. Vision Principle: Pride of Past. Background: • The Portsmouth Police Department has received grant funding in the amount of $5,951.43 from the Department of Justice (DOJ) -Bureau of Justice Assistance (BJA) to reimburse 50% of the cost expended from the Grants Fund for the purchase of bulletproof vests for the Portsmouth Police Department personnel working on the streets. Discussion: • The grant will reimburse 50% of the cost expended for the purchase of bulletproof vests for Portsmouth Police Department personnel working on the streets. These funds will offset some of the costs for the future purchase of bulletproof vests for the Portsmouth Police Department. • Bulletproof vests will be purchased with a 50/50 allocation between the General Funds (Police Department's budget) and the Grants fund. The revenue from the grantor is a reimbursement to the Grants Fund, which is a multi-year fund. Financial Impact: • The grant award amount is $5,951.43 of the Department of Justice funds for the purchase of bulletproof vests for the Portsmouth Police Department. The matching funds are already in the Portsmouth Police Department's FY 2013/14 General Fund budget. The City has no obligation once the grant has ended. Staff Recommends: • Adoption of an ordinance to appropriate the amount of $5,951.43 to the FY 13-14 Grants Fund from the Department of Justice -Bureau of Justice Assistance. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $5,951.43 FROM THE DEPARTMENT OF JUSTICE- BUREAU OF JUSTICE ASSISTANCE BULLETPROOF VESTS PROGRAM AND APPROPRIATING SAID SUM IN THE FY 2012-13 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT." Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None 12 - 426 -Adoption of an ordinance to transfer the sum of $300,000 from the FY 2012-13 General Fund Undesignated Fund Balance to the FY 2012-13 Capital Improvement Fund for the acquisition of a Computer Assisted Mass Appraisal Software System. Vision Principle: Efficient, Responsive Government. Background: • The City Assessor had expressed the need to upgrade operating systems. A new CAMA system will enhance the operating accuracy and efficiency of the office. • $300,000 was budgeted in the FY 2011-12 General Fund to purchase a Computer Assisted Mass Appraisal Software System (CAMA) for the Office of the City Assessor; however, due to the timing of the procurement the funds were not expended before the end of the fiscal year and therefore reverted to fund balance. • The CAMA system has been properly procured and the execution of the contract for acquisition and installation of the system is being prepared.
