October 23, 2012 <br />- City Manager's Report - <br />12 - 425 -Adoption of an ordinance accepting a grant in the amount of $5,951.43 <br />from the Department of Justice -Bureau of Justice Assistance Bulletproof Vests <br />Program and appropriating said sum in the FY 2012-13 Grants Fund for use by <br />the Portsmouth Police Department. Vision Principle: Pride of Past. <br />Background: <br />• The Portsmouth Police Department has received grant funding in the amount of <br />$5,951.43 from the Department of Justice (DOJ) -Bureau of Justice Assistance (BJA) <br />to reimburse 50% of the cost expended from the Grants Fund for the purchase of <br />bulletproof vests for the Portsmouth Police Department personnel working on the <br />streets. <br />Discussion: <br />• The grant will reimburse 50% of the cost expended for the purchase of bulletproof <br />vests for Portsmouth Police Department personnel working on the streets. These funds <br />will offset some of the costs for the future purchase of bulletproof vests for the Portsmouth <br />Police Department. <br />• Bulletproof vests will be purchased with a 50/50 allocation between the General <br />Funds (Police Department's budget) and the Grants fund. The revenue from the grantor <br />is a reimbursement to the Grants Fund, which is a multi-year fund. <br />Financial Impact: <br />• The grant award amount is $5,951.43 of the Department of Justice funds for the <br />purchase of bulletproof vests for the Portsmouth Police Department. The matching <br />funds are already in the Portsmouth Police Department's FY 2013/14 General Fund <br />budget. The City has no obligation once the grant has ended. <br />Staff Recommends: <br />• Adoption of an ordinance to appropriate the amount of $5,951.43 to the FY 13-14 <br />Grants Fund from the Department of Justice -Bureau of Justice Assistance. Vision <br />Principle: Pride of Past. <br />Next Steps Following Council Action: <br />• The Chief of Police or his designee will provide grant management and oversight. <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $5,951.43 FROM THE <br />DEPARTMENT OF JUSTICE- BUREAU OF JUSTICE ASSISTANCE BULLETPROOF <br />VESTS PROGRAM AND APPROPRIATING SAID SUM IN THE FY 2012-13 GRANTS <br />FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 426 -Adoption of an ordinance to transfer the sum of $300,000 from the FY <br />2012-13 General Fund Undesignated Fund Balance to the FY 2012-13 Capital <br />Improvement Fund for the acquisition of a Computer Assisted Mass Appraisal <br />Software System. Vision Principle: Efficient, Responsive Government. <br />Background: <br />• The City Assessor had expressed the need to upgrade operating systems. A new <br />CAMA system will enhance the operating accuracy and efficiency of the office. <br />• $300,000 was budgeted in the FY 2011-12 General Fund to purchase a <br />Computer Assisted Mass Appraisal Software System (CAMA) for the Office of the City <br />Assessor; however, due to the timing of the procurement the funds were not expended <br />before the end of the fiscal year and therefore reverted to fund balance. <br />• The CAMA system has been properly procured and the execution of the contract <br />for acquisition and installation of the system is being prepared. <br />
