<br />At a Called Meeting of the City Council on Tuesday, October 23, 2012, there
<br />were present:
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />*Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr.,
<br />Deputy City Manager J. Brannon Godfrey, City Attorney G. Timothy Oksman.
<br />12 - 421 -The following call for the meeting was read:
<br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 23, 2012 for the
<br />purpose of a Public Work Session.
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />By order of the Mayor."
<br />12 - 422 -The following items were discussed in Public Work Session:
<br />1. Legislative Proposals -Sherri Neil, Senior Management Analyst
<br />2. Tax Exemption Legislation -Tim Oksman, City Attorney
<br />3. Hot Topics
<br />- Judy Duffy, Project Manager -
<br />• Street Sweeping Update
<br />- Kenneth Chandler, City Manager -
<br />• Family and Medical Leave Act (former Fire Chief Don Horton)
<br />12 - 423 -Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711(A)(1) of the Code of Virginia, to
<br />discuss appointments by City Council and the performance of individual city employees.
<br />The subject matter of the meeting is to discuss the qualifications of candidates for
<br />appointment to boards and commissions, and also personnel matters.
<br />The purpose of the meeting is to permit confidential discussion of candidates, plus
<br />personnel matters.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Heretick, Randall, Whitehurst, Wright
<br />Nays: Moody
<br />Motion by Mr. Edmonds, and seconded by Mr. Whitehurst, pursuant to Section
<br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
