369 <br /> <br />June 23, 1987 <br /> <br /> "As you recall, at your April 14 and April 28, 1987 Council <br /> ~eetings Mr. Henry Fallon requested that City Council consider <br /> erecting a "No U-Turn" sing at the intersection of Portsmouth Boule. <br /> yard' and Jacquelyn Drive. City Ccuncil, after considering <br /> Mr. Fallon's requesT, directed me to relocate the school guard from <br /> the Alliance Christian Church's exit to the intersection and to stu~ <br /> the traffic pattern over the following thirty day period. At the <br /> conclusion of this thirty day period, I submitted my recommendation~ <br />Ilto you. ~ity Council, upon hearing my recommendations, requested <br />t~t ~ ~ef ~oth par~ies and'$eek~ input from. the Virgini~ Depart- <br />ment of Transportation s District Engineer. <br /> <br /> On Friday, June 12, I met with representatives of the neighbor- <br />hood as ~ell as ~fficials of Alliance Christian Church. Mr. A1 Nas~ <br />District Engineer f~m the Department of Transportation, was also in <br />attendance. At this meeting [ indicated to those present that I <br />could support the following actions: <br /> <br />O <br /> <br />H~ve the Police Department to assign radar to Portsmouth <br />Boulevard during school zone hours and other times as <br />needed. <br /> <br />o Have Traffic Engineering install flashing lights to <br /> better identify school zone sings. <br /> <br />O <br /> <br />Have Alliance Christian Church widen its entrance at <br />Portsmouth Boulevard and Jacquelyn Dr~ve from 18 to <br />30 feet to allow for both an entrance and exit (three <br />lanes striped). <br /> <br />Have the Department of Public Works remove 30 feet of <br />the median (west side) at Portsmouth Boulevard and <br />Jacquelyn Drive to allow for better turning movement <br />from the church. <br /> <br /> WI~ile an attempt was made to arrive at a consensus with <br />representatives of the church and the neighborhood, Mr. Fallon <br />indicated that he would not be satisfied with anything less than <br />having a "No-U-Turn" sign erected at the intersection. There were <br />some residents of the neighborhood who indicated they would spppo~t <br />the recommendations which I submitted if the church would agree to <br />go one step further to have a left turn storage lane constructed <br />from Portsmouth Boulevard into the church property. There was some <br />discussion regarding the proposed median cut near Charlotte Drive, <br />however, the District Engineer concurred with staff's recommendatio~ <br />that the median cut would create more of s traffic hazard than it <br />could eliminate. <br /> <br /> While consensus could not be reached, I do feel that the recom- <br />mendations as submitted would eliminate many of the problems identi- <br />£ied by the residents along Jacquelyn Drive. As previusly indicate~ <br />~ will continue ro monitor the situation and if problems continue <br />to exist, I would not be adverse to considering additional modifi- <br />cations. If City Council concurs with the recommendations as pre- <br />sented, I will coordinate with the Church the ~rovosed improvements. <br /> <br /> M.~t~on of~ Mr. Simpson'and secondqd ~y~.~arnes/ to~suspen~a <br />th_e ~ules f~r citizen to s~eak. <br /> <br /> Richard Ramsey, 4300 South Street, representing Precinct Civic <br />Fornms, made comments on matters discussed at the meeting held on <br />June 12, 1987, with the neighborhood, Alliance Christian Church, an~ <br />City staff, concerning the ~mprovements to interse~c~ion of Portsmou- <br />Boulevard and Jacg~uelyn Drive. <br /> <br /> <br />
