242 <br />October 9, 2012 <br />Ayes: Cherry, Edmonds, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />- Mayor Wright spoke on the following events: <br />- Portsmouth Baptist Association Operation In As Much Event <br />- 65th Annual Fish Bowl Parade <br />12 - 410 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the September 25, 2012 City Council Meeting. <br />• James Wright, Interim City Engineer, gave an update on the traffic signals that will <br />be placed at High and Court Streets. <br />12 - 411 -Non-Agenda Speakers <br />1. Steve Carroll, 3112 Riveredge Drive, voiced his concern with what he believes is <br />improper appropriation of $52 million by the School Board. <br />2. Terry Danaher, 413 Dinwiddie Street, provided an update on the fight against the <br />proposed tolls on the Downtown and Mid-Town Tunnels. She also asked if the No <br />Tolls bumper stickers could be placed on City vehicles. <br />3. Clyde Toler, 1029 Blair Street, spoke on various issues in the City. <br />4. Donna Sayegh, 3401 Garland Drive, spoke on Principle of Liberty #4. <br />5. Preston Vaughan, 2409 Peach Street, informed City Council of the initiatives that are <br />being put in place by the Lee Ward Civic League and asked for support in their <br />endeavors. <br />6. Tony Goodwin, 38 Linden Avenue, spoke on preservation of the Downtown <br />Business District. <br />7. Leslie Smith, 311 Loblolly Court, Suffolk, asked that the current regulation of <br />notifying EMS at the time of death of a hospice patient be changed. <br />8. Kintrell Devin, 515 Water Lilly Road, spoke on a new mentoring program at I. C. <br />Norcom High School. <br />9.
