REVOCATION OF PERMIT: Violation of any of the above conditions may <br />serve as grounds for revocation of the use permit by the City Council." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />- City Manager's Report - <br />12 - 391- Adoption of an ordinance accepting a grant in the amount of $27,000 <br />from the U.S. Department of Transportation National Highway Traffic Safety <br />Administration through the Virginia Highway Safety Office and appropriating said <br />funds in the FY 2012-13 Grants Fund for use by the Police Department to provide <br />training to the Regional Crash Team. Vision Principle: Neighborhoods and a <br />Sense of Community and Pride of Past. <br />Background: <br />• The Portsmouth Police Department has been awarded grant funding in the <br />amount of $27,000 .00 from the US Department of Transportation (DOT) National <br />Highway Traffic Safety Administration (NHTSA) through the Virginia Highway Safety <br />Office. <br />• Since estimated revenue in the FY 2012-2013 Grants Fund is increased by <br />$27,000.00, that amount will be appropriated in the FY 2012-2013 Grants Fund. <br />Discussion: <br />• Currently there is a need for Heavy Vehicle/CMV investigators as well as Crash <br />Data Retrieval technicians/analysts. All the involved cities have one investigator with <br />Portsmouth having none. All the cities involved also have one CDR analyst and an <br />average of two technicians per city. <br />• In automobile fatality or complex collision cases, investigators need to have <br />training in heavy vehicle /CMV and Crash Data Retrieval (CDR) skills in order to properly <br />investigate the cases and prosecute the offenders. CDR will allow investigators to <br />provide information that is more detailed to the VA DMV. <br />• The funds received will enable Portsmouth Police Department to provide <br />Regional Crash Team Training. <br />Financial Impact: <br />• The grant award amount of $27,000.00 by the US Department of Transportation <br />(DOT) National Highway Traffic Safety Administration (NHTSA) through the Virginia <br />Highway Safety Office provides funding for the Portsmouth Police Department. <br />• The City does have to provide an in-kind match of $13,500.00. There is no <br />obligation from the City once the grant has ended. <br />Staff Recommends: <br />• Adoption of an ordinance to appropriate the amount of $27,000.00 in grant <br />funding from the US Department of Transportation (DOT) National Highway Traffic <br />Safety Administration (NHTSA) through the Virginia Highway Safety Office to the <br />Portsmouth Police Department. Vision Principle: Neighborhoods and a Sense of <br />Community and Pride of Past. <br />Next Steps Following Council Action: <br />• The Chief of Police or his designee will provide grant management and oversight. <br />Motion by Mr. Heretick, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />
