August 28, 2012 <br />At a Regular Meeting of the City Council on Tuesday, August 28, 2012, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. <br />Pastor Thornton Frye opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of <br />a Called Meeting of August 14, 2012, and of a Regular Meeting of August 14, 2012, and <br />was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />- City Manager's Report - <br />12 - 344 -Adoption of an ordinance accepting program income in the amounts of <br />$3,331 in the Community Development Block Grant program and $41,199 in the <br />HOME program and appropriating the total sum of $44,530 in the FY 2012-13 <br />Community Planning and Development Program. Vision Principle: <br />Neighborhoods and a Sense of Community. <br />Background: <br />• As part of the FY11-12 budget adoption process, the City's budget was approved <br />with expected HUD entitlements and expected program income for both the CDBG and <br />HOME programs. <br />• As part of the FY11-12 budget adoption process, the City expected a CDBG <br />entitlement of $1,641,172 and $122,000 in program income. For the HOME program, <br />the City expected a HOME program entitlement of $689,350 with no program income. <br />Discussion: <br />• The FY11-12 budget year closed on June 30t". As part of the end of year <br />reconciliation and close out process, a total of $125,331 in Program Income had been <br />receipted in the CDBG program and a total of $41,199 in Program Income had been <br />receipted in the HOME program. <br />• The additional program income will need to be appropriated by City Council. <br />Financial impact: <br />• Because of the very small dollar amounts, the funds will support activities in the <br />existing Annual Action Plan and there will be no impact to service delivery. <br />• These changes will ensure consistency between the actual revenue received and <br />the adopted City's budget. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• The funds are approved and available upon authorization of the appropriation. <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING PROGRAM INCOME IN THE AMOUNTS OF $3,331 IN <br />THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND $41,199 IN <br />THE HOME PROGRAM AND APPROPRIATING THE TOTAL SUM OF $44,530 IN <br />THE FY 2012-13 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM." <br />
