August 14, 2012 <br />At a Called Meeting of the City Council on Tuesday, August 14, 2012, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., Stephen E. Heretick, <br />Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler, City <br />Attorney G. Timothy Oksman. <br />12 - 318 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 14, 2012 for the <br />purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />12 - 319 -The following items were discussed in Public Work Session: <br />1. Hot Topics <br />- Captain Sean Dunn, Police Department - <br />• Curfew Item <br />- Bernadette Hogge, Ombudsman - <br />• Mosquito Spraying Update <br />- Kenneth Chandler, City Manager - <br />• Grass Cutting Report <br />- Brannon Godfrey, Deputy City Manager <br />• Adopt-A-Spot Program <br />• Splash Park Update <br />• Planetarium Utilization Update <br />- By consensus of City Council, the Planetarium admission fee is suspended for the <br />Children Museum patrons for a six month period beginning August 15, 2012. <br />2. City Council Liaison Reports - <br />- Vice Mayor Whitehurst - <br />• Safety Town Update <br />12 - 320 -Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to <br />discuss or consider an economic development matter pursuant to subsection 3 for the <br />sale of publicly owned property, and subsection 5, for a prospective business or industry <br />location or expansion which has not been previously announced. <br />The subject matter is an economic development project in the Mid-City area of <br />the City. <br />The purpose of the meeting is to permit confidential discussion of status and <br />negotiating strategy. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Whitehurst, Wright <br />Nays: None <br />Motion by Mr. Edmonds, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
