April 24, 2012 At a Called Meeting of the City Council on Tuesday, April 24, 2012, there were present: Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., *Marlene W. Randall, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 12 - 161 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 24, 2012 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 12 - 162 -The following items were discussed in Public Work Session: 1. School Funding Information -Carol Swindell, Chief Financial Officer 2. General Assembly Update -Senator L. Louise Lucas /Delegate Matthew James / Delegate Johnny Joannou 3. City Council Liaison Reports - - Councilman Moody - • Virginia Sports Hall of Fame Update 12 - 163 -Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A)(4) of the Code of Virginia, to discuss or consider: • The protection of privacy of individuals in personal matter not related to public business, as per subsection 4; and • Consultation with legal counsel about specific legal matters, as per subsection 7. The subject matter of the meeting is a personal matter not involving official business, and also legal issues related to public procurement and award of a contract or contracts. The purpose of the meeting is to protect personal privacy and to receive confidential legal advice. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Randall, Whitehurst, Wright Nays: None Motion by Mr. Edmonds, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
