April 10, 2012 <br />At a Regular Meeting of the City Council on Tuesday, April 10, 2012, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting of March 26, 2012, of a Called Meeting of March 27, 2012, and of a <br />Regular Meeting of March 27, 2012, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />- City Manager's Report - <br />12 - 145 -Adoption of an ordinance establishing a Personal Property Tax Relief <br />percentage of 57% for Calendar Year 2012 personal property tax bills. Vision <br />Principle: A Robust Economy for Working Men and Women. <br />Background: <br />• In accordance with the Virginia Personal Property Tax Relief Act (PPTRA), the <br />City is required to annually establish the personal property tax relief percentage to be <br />applied to qualified vehicles. <br />Discussion: <br />• Based on the personal property tax trends in the City of Portsmouth, it was <br />agreed upon by the Treasurer J. Williams, Commissioner of the Revenue F. <br />Edmondson, CFO Carol Swindell, and IT Director M. Gardner, that 57% is the <br />appropriate percentage of the relief to be applied toward the 2012 personal property <br />taxes. <br />Financial Impact: <br />• The 57% of PPTRA relief proposed for calendar year 2012 is estimated to equal <br />the $9,862,962.29 of relief provided by the state. <br />Staff Recommends: <br />• Adoption of ordinance. Vision Principle: A Robust Economy for Working Men <br />and Women. <br />Next Steps Following Council Action: <br />• Application of the tax relief credit to personal property tax bills will be performed <br />by the City Treasurer's Office upon adoption of this ordinance. <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ESTABLISHING A PERSONAL PROPERTY TAX RELIEF <br />PERCENTAGE OF 57% FOR CALENDAR YEAR 2012 PERSONAL PROPERTY TAX <br />BILLS." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 146 -Adoption of a resolution authorizing participation in an HRSD-funded <br />study of further regionalization of sanitary sewer service and assets.
