March 27, 2012
Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
Nays: None
- City Manager's Report -
12 - 122 -Adoption of an ordinance accepting $27,737 in Juvenile Accountability
Block Grant funds from the Virginia Department of Criminal Justice Services
and appropriating said amount in the FY 2011-12 Grants Fund to support the
Violation Intervention Program. Vision Principle: Neighborhoods and a Sense
of Community.
Background:
• The Department of Criminal Justice Services has made available $24,963 in
federal funds to support the above-mentioned program locally.
• The Juvenile Accountability Block Grant Program allows the Community Criminal
Justice Board to identify and fund services for juvenile offenders under the court's
supervision in Portsmouth.
• The program places youth on intensive supervision with the aid of electronic
monitoring for a period of 30 days.
• The program has been funded for 13 years.
Discussion:
• The loss of the Violation Intervention Program, which is funding by this grant, will
leave Probation Officers and juveniles, determined by the court to be at-risk, with fewer
opportunities for graduated sanctions, accountability and surveillance.
• Loss of this program is likely to increase the recidivism rate for juvenile offenders.
Financial Impact:
• There is a $2,774 local match required that is being provided from the FY12
budgeted Juvenile Court Service Outreach funds.
• The additional funds will help to increase the level of services being delivered
with minimal financial impact.
Recommended Action:
• Adoption of an ordinance to approve the appropriation of $27,737 in Juvenile
Accountability Block Grant funds to be used for the Violation Intervention Program.
Vision Principle: Neighborhoods and a Sense of Community.
Next Steps Following Council Action:
• The Project Director will ensure the funds are utilized in an appropriate manner
and services are rendered to youth as stated.
• This document, with the attached sign-offs, will be forwarded to DCJS to release
funding and initiate services.
Motion by Ms. Randall, and seconded by Mr. Heretick, to adopt the following
ordinance, and was adopted by the following vote:
"ORDINANCE ACCEPTING $27,737 IN JUVENILE ACCOUNTABILITY BLOCK
GRANT FUNDS FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE
SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2011-12 GRANTS
FUND TO SUPPORT THE VIOLATION INTERVENTION PROGRAM."
Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
Nays: None
- New Business -
12 - 123 -Boards and Commissions
There were no appointments.
