March 26, 2012 <br />At a Called Meeting of the City Council on Monday, March 26, 2012, there were <br />present: <br />Vice Mayor Charles B. Whitehurst Sr., ~IVilliam E. Moody, Jr., Marlene W. Randall, <br />*Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager <br />Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br />12 - 112 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, March 26, 2012 for the <br />purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />Economic Development Partners: <br />David Tynch -Greater Portsmouth Development Corporation (GPDC) <br />12 - 113 -The following items were discussed in Public Work Session: <br />1. Move to Portsmouth -Patrick Small, Director of Economic Development <br />2. Enterprise Zone -Mallory Kahler, Certified Economic Developer <br />3. Economic Development Existing Business Call Program - Toi Wilson, Economic <br />Development Analyst <br />12 - 114 -Motion by Mr. Moody, and seconded by Mr. Edmonds, to go into Closed <br />Meeting pursuant to Virginia Code 2.2-3711(A)(7), to consult with legal counsel about <br />specific legal matters requiring legal advice. <br />The subject matter will be legal issues related to the proposal to impose tolls on <br />the Midtown and Downtown Tunnels. <br />The purpose shall be to receive confidential legal advice and to preserve the <br />attorney -client privilege. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst <br />Nays: None <br />Motion by Mr. Cherry, and seconded by Ms. Randall, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the closed meeting just concluded by the City Council. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Randall, Whitehurst <br />Nays: None <br />On motion, meeting adjourned at 7:45 p.m. <br />
