March 26, 2012 At a Called Meeting of the City Council on Monday, March 26, 2012, there were present: Vice Mayor Charles B. Whitehurst Sr., ~IVilliam E. Moody, Jr., Marlene W. Randall, *Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 12 - 112 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, March 26, 2012 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." Economic Development Partners: David Tynch -Greater Portsmouth Development Corporation (GPDC) 12 - 113 -The following items were discussed in Public Work Session: 1. Move to Portsmouth -Patrick Small, Director of Economic Development 2. Enterprise Zone -Mallory Kahler, Certified Economic Developer 3. Economic Development Existing Business Call Program - Toi Wilson, Economic Development Analyst 12 - 114 -Motion by Mr. Moody, and seconded by Mr. Edmonds, to go into Closed Meeting pursuant to Virginia Code 2.2-3711(A)(7), to consult with legal counsel about specific legal matters requiring legal advice. The subject matter will be legal issues related to the proposal to impose tolls on the Midtown and Downtown Tunnels. The purpose shall be to receive confidential legal advice and to preserve the attorney -client privilege. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst Nays: None Motion by Mr. Cherry, and seconded by Ms. Randall, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Randall, Whitehurst Nays: None On motion, meeting adjourned at 7:45 p.m.
