March 13, 2012 <br />At a Regular Meeting of the City Council on Tuesday, March 13, 2012, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br />Pastor Thornton Frye opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to approve the <br />minutes of a Called Meeting of February 27, 2012, of a Called Meeting of February 28, <br />2012, and of a Regular Meeting of February 28, 2012, and was adopted by the following <br />vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 101 -Presentation: <br />• Presentation of special lapel pins to newly appointed board and commission <br />members. <br />- Public Hearing - <br />12 - 102 -Public hearing on a use permit application: <br />UP-12-02 HIGHLAND BILTMORE -Tony Goodwin, on behalf of Cecil A. and <br />Elizabeth Goodwin, is requesting a use permit to renovate and reduce the <br />size of an existing building that will contain 17,800 square feet where the <br />maximum building size in the NMU, Neighborhood Mixed Use district, is no <br />more than 5,000 square feet. The property is located at 3414 through <br />3426 Deep Creek Blvd. Vision Principle: A Robust Economy for Working <br />Men and Women. <br />1. James Overton, 315 Astor Avenue, spoke in support of this item. <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that UP-12-02 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />- City Manager's Report - <br />12 - 103 -Adoption of an ordinance accepting a Shelter Plus Care Grant in the <br />amount of $457,188 and a Supportive Housing Program grant in the amount of <br />$69,013 from the U.S. Department of Housing and Urban Development and <br />appropriating the total sum of $526,201 in the FY 2011-12 Behavioral Healthcare <br />Services Fund. Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• On December 20, 2011 a letter was mailed from HUD notifying the Department <br />of Behavioral Healthcare Services (DBHS) of being selected to receive $457,188 for the <br />Shelter Plus Care Grant number VA0061 C3F071104 and for $69,013 for Supportive <br />Housing Program Grant number VA0066B3F071104 for a total award of $526,201. <br />
