Louise Lucas <br /> <br />87-344 The following call for the meeting was read: <br /> <br /> "Please attend a called meeting of the City Council to be held <br /> n the Council Chamber, 6th floor of City Hall, 801 Crawford Street <br />at 4:30 p.m. on Tuesday, August 11, 1987, for the purpose of a <br /> work session on an appeal from the Commission of Architectur <br /> <br /> In addition you may consider a motion to go into an executive <br />session. <br /> <br />By order of the Mayor." <br /> <br /> 87-S4S[~ A public work session was held for the appeal from <br />Laurence V. Parker regarding a decision of the Commission of Archi- <br />tectural Review for Port Norfolk/Park View on June 20, 1987 ccncern <br />ing 209 Mt. Vernon Avenue. <br /> <br />Laurence V. Parker made a presentation. <br /> <br /> Patrick J. Coffield, AsSistant City Manager/Acting Director of <br />Planning, made a presentation. <br /> <br />Motion of Mrs. Lucas and seconded by Mr. Gray, to concur in <br />:he dec,si, on of the Commission of Architectural Review-Port Norfolk <br /> View, and was adopted by 5-1(Nay-Simpson) vote. <br /> <br /> 87-345(b) - The City Manager introduces Mr. Eric Kelly of <br />Kelly and Potter, Consultants, who have been selected zo coordinate <br />updating of the City's Zoning and Subdivision Ordinance. <br /> <br /> 87-345[c) The City Manager presented a video on shopping and <br />dining in Portsmouth. <br /> <br /> The Vice Mayor presided on the following matter in absence of <br />the Mayor. <br /> <br /> 87-346 Motion of Mrs. Lucas and seconded by Mr. Gray, zo go <br />into an executive session in accordance with Section 2.1-344 of the <br />Code of Virginia to discuss the following: <br /> <br /> 1. The condition, acquisition and use of real property for <br />~ublic purposes as permitted under subsection (a) (2); <br /> <br /> 2. Consideration of a personnel matter as permitted under <br />~ubsection (a) (1); <br /> <br /> 3. Consultation with City Attorney and briefing by staff <br /> pertaining to actual or potential litigation or the~ legal <br /> within the jurisdiction of the City Council as permitted <br />under subsection (a) (6); <br /> <br /> 4. The disposition of publicly held proper~y as permitted <br />under subsection (a) (2); <br /> <br /> S. Consideration of appointments by the City Council as per- <br />nitted under subse~tiGn~ (a) (1). <br /> <br />On motion was adopted by S-l(Nay-Webb) vote. <br /> <br /> <br />
