August il, 1987 At a called meeting of the City Council held on Tuesday, Augus~ 11, 1987, there were present: Mayor James W. Holley, III, Jack P. Barnes, J. Robert Gray, J. Herbert SimFson, Gloria O. Webb, George L. Hanbury, II, City Manager, Steven Lieberman, City Attorney. Absent: E. G. CorFrew, Jr., L. Louise Lucas 87-344 The following call for the meeting was read: "Please attend a called meeting of the City Council to be held n the Council Chamber, 6th floor of City Hall, 801 Crawford Street at 4:30 p.m. on Tuesday, August 11, 1987, for the purpose of a work session on an appeal from the Commission of Architectur In addition you may consider a motion to go into an executive session. By order of the Mayor." 87-S4S[~ A public work session was held for the appeal from Laurence V. Parker regarding a decision of the Commission of Archi- tectural Review for Port Norfolk/Park View on June 20, 1987 ccncern ing 209 Mt. Vernon Avenue. Laurence V. Parker made a presentation. Patrick J. Coffield, AsSistant City Manager/Acting Director of Planning, made a presentation. Motion of Mrs. Lucas and seconded by Mr. Gray, to concur in :he dec,si, on of the Commission of Architectural Review-Port Norfolk View, and was adopted by 5-1(Nay-Simpson) vote. 87-345(b) - The City Manager introduces Mr. Eric Kelly of Kelly and Potter, Consultants, who have been selected zo coordinate updating of the City's Zoning and Subdivision Ordinance. 87-345[c) The City Manager presented a video on shopping and dining in Portsmouth. The Vice Mayor presided on the following matter in absence of the Mayor. 87-346 Motion of Mrs. Lucas and seconded by Mr. Gray, zo go into an executive session in accordance with Section 2.1-344 of the Code of Virginia to discuss the following: 1. The condition, acquisition and use of real property for ~ublic purposes as permitted under subsection (a) (2); 2. Consideration of a personnel matter as permitted under ~ubsection (a) (1); 3. Consultation with City Attorney and briefing by staff pertaining to actual or potential litigation or the~ legal within the jurisdiction of the City Council as permitted under subsection (a) (6); 4. The disposition of publicly held proper~y as permitted under subsection (a) (2); S. Consideration of appointments by the City Council as per- nitted under subse~tiGn~ (a) (1). On motion was adopted by S-l(Nay-Webb) vote.
