636 <br /> <br />August 25, 1987 <br /> <br /> WHEREAS, the Council of the City of Portsmouth has reviewed th~ <br />~roposed group housing project and proposed revisions thereto; and <br /> <br /> WHEREAS, the developer has been informed that the approval of a <br />~roup housing project pursuant to ~40~55 grants only an exemption <br />from certain requirements for residences as stated in said section <br />and does not constitute a waiver of any other requirement embodied <br />in the Subdivision Ordinance, Zoning Ordinance, Code of the City of <br />Portsmouth, Virginia, or any other applicable local, state or federa <br /> or regulations; and <br /> <br /> WHEREAS, the developer is aware that building permit or any ot~ <br />required permit will be issued only upon compliance of with the <br />ordinances, laws and regulations applicable thereto. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the certain group housing project specif- <br />ically designated on plans filed with the appropriate officials of <br />:he City of Portsmouth, Virginia, such plans and documentations in <br /> ~ort thereof being made a part hereof is hereby granted approval <br />subject to the following ~erms and conditions: <br /> <br /> 1. A standard site improvement plan must be submitted to the <br />Department of Engineering and Technical Services for review and <br />approval. <br /> <br /> 2. A landscape plan must be submitted for review and approval <br /> The Planning staff prior to the issuance of any building permits. <br /> landscape plan should also contain any recreational amenities <br />that are to be provided. <br /> <br /> 3. Street closure application S-87-13 submitted for the closu~ <br />of Paul Jones Avenue and two (2) ten (10) foot wide alleys must be <br />approved by City Council provided that the ten (i0) foot alley local <br />adjacent to the single-family residences facing Craford Place not bc <br />closed and that the developer construct a twenty-two foot (22') dri~ <br />way znnBmng zn an easterly direction from Washington Street, a dis- <br />tance of 230'+. An ingress/egress easemen~ shall be provided along <br />the full length of ~he driveway to provide access to the property <br />along the southern boundary of the driveway, and the developer sba] <br /> ntain the driveway as a public alley. The developer shall also <br />agree to provide a buffer between the driveway and the private <br />residences to the south which face Craford Place. A plan for the <br /> 'fer which allows for access into the rear of the properties shall <br /> considered as part of the landscape plan <br /> <br /> 4. The ten (10) foot wide alley running in a north-south direc <br /> ~ion between the driveway and Craford Place shall be improved by the <br /> ~er to serve anticipated vehicle use and shall be maintained <br /> the developer as a public alley.
