February 14, 2012 WHEREAS , VDOT has now determined to impose tolls on the Midtown Tunnel as part of a public-private partnership to expand the Midtown Tunnel and to provide other highway improvements NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that VDOT is hereby requested to take official action to officially cancel the remaining Portsmouth debt to VDOT of future Urban Allocation Funds and deem said debt paid in full, so that Portsmouth may hereafter be eligible for Urban Allocation Funds in unreduced amounts.” Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright Nays: None 12 - 67 - Report on Pending Items There were no pending items. 12 - 68 - Non-Agenda Speakers 1. Ross Cirrincione, 5017 Lake Circle, voiced his concern with his neighbor’s property. 2. Linda Ridenour, 313 Tarreyton Lane, asked that City Council make funding the school system a priority during the budget process. 3. Susan Smith, 860 Greenbrier Circle, Chesapeake, thanked City Council and citizens for their support of the March of Dimes and asked for continued support during the year. 4. Clyde Toler, 1029 Blair Street, spoke on various issues within the City. 5. Keith Edwards, 1600 South Street, asked for help for what he believes is an invasion of his privacy. 6. Steve Carroll, 3112 Riveredge Drive, offered a solution to the tolls issue. 7. Glenna Cornett, 201 Thelmar Lane, voiced her opposition to the tolls. Mr. Moody asked for consensus of City Council to have City Attorney Oksman draft ? a resolution voicing City Council’s opposition to the tolls and also asking those members of the Virginia Delegation to vote no on the Governor’s budget.
