<br />At a Regular Meeting of the City Council on Tuesday, February 14, 2012, there
<br />were present:

<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager
<br />Kenneth L. Chandler, City Attorney G. Timothy Oksman.

<br />Pastor Tom Potter opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes
<br />of a Called Meeting of January 23, 2012, of a Called Meeting of January 24, 2012,
<br />2011, and of a Regular Meeting of January 24, 2012, and was adopted by the following
<br />vote:

<br /> Proclamation presented for “Constitutional Officers Week”.

<br />- Public Hearing -
<br />
<br />12 - 61 - Public hearing on a use permit application:
<br />
<br />UP-12-01 HODGES MANOR - Anderson Enterprises, LLC, doing business as
<br />Aggressor Cycles, is requesting a use permit to operate a
<br />motorcycle sales and servicing business, to include sale of
<br />accessories and apparel, at 5731 and 5735 Portsmouth Blvd. The
<br />property is zoned NMU, Neighborhood Mixed Use. The property is
<br />designated in the Comprehensive Plan as a Mixed Use Corridor.

<br />1. Robert Barclay, 200 High Street, spoke in support of this item.

<br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to concur with the
<br />recommendation of the Planning Commission that UP-12-01 be approved, and was
<br />adopted by the following vote:

<br />- City Manager’s Report -
<br />
<br />12 - 62 - Adoption of an ordinance to amend Chapter 37 of the Code of the City
<br />of Portsmouth, Virginia (2006) by amending Sections 37-28 through 37-30 and
<br />37-61 thereof pertaining to liability insurance requirements for public vehicles,
<br />inspection requirements for public vehicles, and operation of public vehicles
<br />providing para-transit services.

<br /> Para-transit services are transportation services provided through Hampton
<br />Roads Transit to persons who cannot use regular public transportation due to a
<br />disability. Additional para-transit services are provided under the provisions of the Non-
<br />Emergency Medicaid Transportation program by the Virginia Department of Medical
<br />Assistance Services.

<br /> Hampton Roads Transit recently made changes to its para-transit service to
<br />improve efficiency by utilizing taxicabs for some of the trips.
