<br />At a Called Meeting of the City Council on Tuesday, February 14, 2012, there
<br />were present:

<br />*Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />*Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager
<br />Kenneth L. Chandler, City Attorney G. Timothy Oksman.

<br />12 - 57 - The following call for the meeting was read:
<br />

<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 14, 2012 for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."

<br />12 - 58 - The following items were discussed in Public Work Session:

<br />Virginia Sports Hall of Fame Board Meeting update.

<br />12 - 59 - Motion by Mr. Heretick, and seconded by Mr. Moody, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to
<br />discuss the appointment of members of boards and commissions, as per subsection 1,
<br />legal matters requiring the advice of legal counsel, as per subsection 7, and plans
<br />related to the security of a governmental building, as per subsection 19.
<br />
<br /> The subject matter of the meeting is Council appointments, the legal aspects of a
<br />“disparity study,” and security for the new Portsmouth Courthouse complex.
<br />
<br />The purpose of the meeting is to allow confidential discussion of appointments, to
<br />receive advice from legal counsel, and to discuss security plans.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright
<br />Nays: None
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Heretick, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
