<br />Januarv 24. 2012 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 24, 2012, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager <br />Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. <br /> <br />Pastor Timothy Robertson opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting of January 09, 2012, of a Called Meeting of January 10, 2012, of a <br />Regular Meeting of January 10, 2012, and of a Called Meeting of January 17, 2012 and <br />was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />12 - 42 - Presentation: <br /> <br />. A resolution adopting the City Council's Newly Revised Vision Principles for the <br />future of the City of Portsmouth. <br /> <br />1. Patricia Chalmers, 1514 Lane Place, asked that City Council include a category that <br />would highlight a clean, healthy and safe community. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION ADOPTING THE NEWLY REVISED VISION PRINCIPLES FOR THE <br />YEAR 2030. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />attached Vision Principles for the Year 2030 be, and hereby is, adopted." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />. Official signing of the City Council's Newly Revised Vision Principles. <br /> <br />- Unfinished Business- <br /> <br />12 - 14 - Use permit: <br /> <br />1. Margaret Windley, 443 Douglas Avenue, spoke in support of this item. <br /> <br />2. H. C. Page, Sr., 311 West Road, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />resolution approved on first reading at the January 10, 2012 meeting, and was adopted <br />by the following vote: <br /> <br />12-14 (a): <br /> <br />"RESOLUTION GRANTING A USE PERMIT TO PSL PROPERTIES, LLC, TO <br />OPERATE A CIVIC CLUB AT 304 SYCAMORE ROAD. <br /> <br />WHEREAS, PSL Properties, LLC, has made application pursuant to Section <br />40.1-2.3B of the Code of the City of Portsmouth, Virginia (2006) for the granting of a use <br />permit for the operation of a civic club at 304 Sycamore Road, Portsmouth, Virginia; and <br />
