<br />January 10. 2012 <br /> <br />Discussion: <br />. Upon adoption of this resolution to implement the new salary schedule and <br />complete the appropriate step placements, future step increases will be contingent upon <br />the results of a market analysis conducted by the consultant as well as available <br />funding. <br /> <br />Financial Impact: <br />. There will be a financial impact to the City for placement onto the new salary <br />schedule, not to exceed $150,000, which has already been appropriated in the FY2012 <br />Operating Budget. The recurring impact will be budgeted in future salary costs. <br /> <br />Staff Recommends: <br />. Adoption of the resolution. Vision Principles: Bold New Directions and Pride of <br />Past, Promise of Future. <br /> <br />Next Steps Following Council Action: <br />. If adopted by City Council, implementation and any applicable salary increases <br />will be effective on the pay period ending January 20, 2012. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO USE APPROPRIATED <br />FUNDS FOR THE PLACEMENT OF SWORN FIRE AND POLICE EMPLOYEES <br />ONTO THE PUBLIC SAFETY SWORN PERSONNEL SALARY SCHEDULE IN THE <br />CITY'S CLASSIFICATION AND PAY PLAN BEGINNING WITH THE PAY PERIOD <br />ENDING JANUARY 20, 2012. <br /> <br />WHEREAS, as part of City Council's Public Safety Retention Plan, a new salary <br />schedule has been developed for sworn fire and police employees; and <br /> <br />WHEREAS, funds were appropriated as part of the FY 2011-12 budget for the <br />implementation of the salary schedule, but authorization to expend those funds was <br />withheld pending receipt of additional information by City Council; and <br /> <br />WHEREAS, City Council has received the requested information and is satisfied <br />that it is appropriate to proceed with implementation of the new sworn personnel salary <br />schedule. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes implementation of the referenced new Public Safety <br />Sworn Personnel Salary Schedule of the City's Classification and Pay Plan <br /> <br />BE IT FURTHER RESOLVED that the City Manager is authorized and directed <br />to use funds appropriated in the FY 2011-12 budget for the placement of sworn Fire and <br />Police employees onto the public safety sworn personnel salary schedule. <br /> <br />BE IT FURTHER RESOLVED that the amended Classification and Pay Plan and <br />the new rates of pay for sworn public safety employees shall take effect for the pay <br />period ending on January 20, 2012." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />12 - 19 - Adoption of a resolution authorizing the City Manager to execute an <br />Amendment to the Declaration of Restrictions between the Economic <br />Development Authority, the City, and other parties terminating the prohibition of <br />fuel sales at the Kroger Shopping Center site at 5601 High Street.
