<br /> At a meguler meeting of the City Council held on Tuesday,
<br />~tember 22, 1987, there were present:
<br />
<br />Mayor James W. Holley, Ill, Jack P, Barnes, E. G. Corprew,
<br />Jr., J. Robert Gray, L. Louise Lucas, J. Herbert SimPson,
<br />Gloria O. Webb, George L. Hanbury, II, City Manager, James
<br />T. Martin, Deputy City Attorney.
<br />
<br />Rev. T. M. Frye, Pastor of Biltmore Baptist Church, opened the
<br />g with prayer, followed by the Pledge of Allegiance to the
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Simpson, minutes of the
<br />called meeting of September 8, 1987; minutes of the regular meeting
<br />of September 8, 1~87; and minutes of the called~meeting of Septembe~
<br />15, 1987, to be approved as received, and was adopted by~n~imo~s
<br />
<br />Mayor Holley welcomed all visitors in attendance.
<br />
<br />87-409 - Public Hearing on 1987/92 Capital Improvement Program
<br /> was held.
<br />
<br />The following members of the Planning Commission were present:
<br />
<br />J. Douglas Powell , Chairman, Martha Glover~ Vann Lefcoe, and
<br />Lamar Williams.
<br />
<br />Mayor Holley offered the following statement:
<br />
<br /> "I want to thank the members of the Planning Commission for
<br />being here with us tonight as we hold a joint public hearing on the
<br />1987-92 Capital Improvement Program, or CIP.
<br />
<br /> For the benefit of the public, the CIP is the City's Annual
<br />Construction Budget, whereby funds are allocated for drainage,
<br />~chools, parks and recreation, city buildings, water and sewer
<br /> ~rovements, and other major capital projects. For planning
<br />,oses, a five year period is shown, but we approve the funding
<br />only for the first year. Next September a new five year plan will
<br /> presented.
<br />
<br /> The CIP is so important because it authorizes mmprovements
<br />can permanently change the face of the City. Decisions we
<br />concerning this document will affect the lives of our citizens
<br />for decades to come. Therefore, it is important to seek the views
<br />of our citizens before we adopt a CIP.
<br />
<br /> That is just what we plan to do tonight. No action will be
<br />taken at this time. After listening to any speakers, the Planning
<br />Commission will consider the CIP at its next regular meeting Qn
<br /> ~ctober 6. At that time they will make a recommendation to the
<br /> Council. The Council is scheduled to act on the CIP on
<br />October 13."

<br /> UThe members of the Planning Commission are pleased to be with
<br /> ~ou this evening as we hold this public hearing.
<br />
<br /> The Planning Commission has a very special interest in the CIP
<br />~ecause of its affect on land use. Many construction projects,
<br />obviously, have implications for land use and they should be review~
<br />in that perspective. Furthermore, the CIP is one of the means of
<br />implementing the City's Comprehensive Plan. When the Planning
<br />Commission formerly reviews this document, we will take these con-
<br />siderations into account and give the Council our very best recom-
<br /> Based, primazily, upo~ land use considerations."
