<br />At a Called Meeting of the City Council on Monday, January 9, 2012, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst Sr., William E. Moody, Jr.,
<br />Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager
<br />Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />12 - 04 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, January 9, 2012 for the
<br />purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />12 - 05 - The following items were discussed in Public Work Session:
<br />
<br />1. VISION Statement - Kenneth Chandler, City Manager
<br />
<br />2. Tidewater Community College Parking - Dr. Deborah DiCroce, President
<br />
<br />3. Center for Community Development, Inc. (CCDI) - Maury Cooke, Chairman
<br />
<br />4. Hampton Roads Hazard Mitigation Plan - Spence Campbell, Staff Coordinator and
<br />Leigh Chapman, Consultant with Leigh Chapman, Salters Creek Consulting, Inc.
<br />
<br />5. Capital Improvement Plan (CIP) - Richard Hartman, Interim Deputy City Manager
<br />
<br />12 - 06 - Motion by Mr. Moody, and seconded by Mr. Heretick, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A)(7) of the Code of Virginia, to
<br />consult with legal counsel about specific legal matters requiring legal advice.
<br />
<br />The subject matter will be a legal issue related to the Center for Community
<br />Development, Inc.
<br />
<br />The purpose shall be to permit confidential discussion of this subject.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright
<br />Nays: None
<br />
<br />Motion by Mr. Cherry, and seconded by Mr. Moody, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
<br />
<br />The motion was adopted by the following vote:

<br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright
<br />Nays: None
<br />
<br />On motion, meeting adjourned at 8:23 p.m.
