October 13, 1987 <br /> <br />UNFINISHED BUSINESS <br /> <br />Consent Agenda <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Simpson, the follow <br />ing items approved on first reading at the Public Hearing of <br />September 22, 1987, were adopted on final reading, and by the follo~ <br />ing vote: <br /> <br />87-410 -Rezoning, group housing project, and use permit <br /> applications: <br /> <br />(a) <br /> <br />"ZONING AMENDMENT ORDINANCE Z 87-19." <br /> <br />(b) <br /> <br />"A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING <br />PROJECT PURSUANT TO SECTION 40-55 OF THE CODE OF <br />THE CITY OF PORTSMOUTH, VIRGINIA, 1973, AS AMENDED <br />SAID PROJECT BEING LOCATED ON 18 ACRES OF WATER- <br />FRONT PROPERTY ON THE SOUTHERN PORTION OF THE <br />FORMER BEASLEY FA~4 SITE AND CONSISTING OF 147 <br />LOW-RISE AND 41 TOWN HOUSE CONDOMINIUMS SAID <br />PROJECT BEING KNOWN AS CAMBRIA CALl AT RIVER <br />POINTE AND DESIGNATED AS GHP-87-13. <br /> <br /> WHEREAS, Garcia-Gelardi Development Corporation by Earl J. New~ <br />President of Newman Construction Corporation has made application <br />)ursuant to Section 40-55 of the Code of the CiZy of Portsmouth, <br /> inia, 1973, as amended, for the granting and approval of a <br />Group Housing Project consisting of 147 low-rise and 41 town house <br />condominiums on i8 acres of waterfront property on the southern <br />~ortion of the former Beasley Farm and designated as GHP 85-15 such <br />)arcel being more particularly described as parcel 2 in Zoning <br /> endment Ordinance Z 87-19; and <br /> <br /> WHEREAS, the application has been determined by the Planning <br />Commission to have met the requirements of Section 40-55 of the <br />Code of the City of Portsmouth, Virginia, i973, as amended; and <br /> <br /> F~EREAS, the Planning Commission has reviewed such application <br />and site plans submitted therewith and has recommended conditional <br />approval of said application; and <br /> <br /> WHEREAS, the developer has been informed that approval of <br />a Group Housing Project pursuant to the Section 40-55 grants only <br />m~exemption from certain requirements for residences as stated in <br />said section and does not constitute a waiver of any other <br />requiremen embodied in the Subdivision Ordinance, Zoning Ordinance, <br />Code of the City of Portsmouth, Virginia, or any other applicable <br />local, State or Federal law or regulation; and <br /> <br /> WHEREAS, the developer is aware that building permits or any <br />other required permit will be issued only upon compli~n~ee with the <br />ordinances, laws or regulations applicable thereto. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the certain Group Housing Project <br />designated as GHP 87-13 entitled "Cambria Call at River Pointe" <br />and being more specifically described in correspondence from Newman <br />Construction Corporation dated August 14, 1987 as shown on plans <br />entitled "River Pointe" filed with the appropriate officials of the <br />City of Portsmouth, Virginia, such being made a part hereof, is <br />hereby granted approval subject to the following terms and conditio~ <br /> <br /> 1. A landscape plan indicating more detail and treatment of <br />parking area must be submitted to the Planning Staff for review <br />and approval prior to the issuance of building permits. <br /> <br /> 2. A standard site improvement plan must be submitted to <br />the Department of D~ngineering and technical Services for review <br />and approval." <br /> <br />an, <br /> <br /> <br />
