<br />the meeting with prayer, £ollowed by the Pledge of Allegiance to thc
<br />Flag.

<br /> Motion of Mr. Gray and seconded by Mr. Simpson, minutes of the
<br />special called meeting of September 17, 1987; minutes of the called
<br />meeting of September 22, 1987; and minutes of the regular meeting
<br />of September 22, 1987, to be approved as received, and was adopted
<br />by unanimous vote.

<br /> 87-439 Raymond Turner, Chairman, Small Minority Business
<br />Enterprise Committee/Vice ChairmancPf the Central Civic Forum,
<br />presented plaque to Mayor Holley and City Manager Hanbury, reco~niz-
<br />inn the "Support of Minority ~nterDrise Development", as the out-
<br />standin~ advocate in Hampton Roads and by the Portsmouth Small and
<br />Minority Enterprise Committee.

<br /> 87-439 (a) - Mayor Holley, introduced John G. Hatcher, Jr.,
<br />~ember of the Portsmouth Redevelopment and~Housing Authority, and
<br />Mr. G. William Thomas of the Department of Housing and Urban Develo
<br />ment, presented Ms. Karen McFarla~, a symbolic key f~r the second
<br />Urban Homesteading house won in a lottery d=awing located at 2811
<br />ChestnUt Street.
<br />
<br /> Ms. Karen McFarland, a single parent, expressed appreciation
<br />to the Housing Authority and the City of Portsmouth, and HUD, for
<br />allowing her to become a homeowner through the implementation of
<br />the Urban Homesteading Program.
<br />
<br />Mayor Holley welcomed all visitors i~ attendance.
<br />
<br /> 87-439 (b) - Motion of Mr. Gray and seconded by Mrs. Lucas,
<br />that Sheil~ Pittman be appointed as City Clerk designee, effective
<br />NoYember~l, .198~Y, and was~adopted by unanimous vote.

<br /> 87-440 Public Hearing on the Portsmouth School Board appoint
<br />nents was held.
<br />
<br /> The list of names submitted for consideration of appointments
<br />to the School Board were presented.
<br />
<br /> Otis E. Baldwin, 404 Tareyton Lane, on behalf of Patricia
<br />Williams, presented th.e nomination of Gloria Hall for consideration
<br />of appointment to the School Board. (See Exhibit ~87-440)
