478 <br /> <br />October 13, 1987 <br /> <br /> On.motion of.Mr. Slmpson and seconded by Mrs. Webb, the <br />resolution was adopted, and by the following vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holl ~ <br />Nays: None <br /> <br /> 87-445 Letter from the City Manager recommending adoption <br />of a motion to transfer $9,007 from the Grants Contingence Account <br />for the Clean Community Program. <br /> <br /> "I am pleased to announce that Ms. Lynn Hudson, Commissioner <br />f,~ the Division of Litter Control, has authorized a grant award o <br />$8,007 £¢~ Portsmouth to continue the Clean Community Program. <br /> <br /> These funds are used to support the Clean Community Program, <br />provide assistance with litter control projects, ~rchaJ~ litter <br />receptacles, and augment the community awareness and education <br />program. The Portsmouth Beautification and Clean Community <br />Commission has been very active and successful in promoting these <br />activities in the City, and we look forward to their continued <br />Success. <br /> <br /> The grant award of $8,007 will be added to $1,000 <br />anticipated donations from the Clean Communtiy Program. <br />the acceptance of this award and the transfer of $9,007 <br />Grants Contingency Account." <br /> <br />from the <br /> I recomme <br /> from the <br /> <br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, that authoriz <br />tion be granted to transfer $9,007 from the Grants Contingency <br />Account, as requested, and was adopted by unanimous vote. <br /> <br /> 87-446 Letter <br />a motion to transfer <br />for the New Business <br /> <br />from the City Manager recommending adoption o <br />$29,250 from the Grants Contingency Account <br />Success Program. <br /> <br /> "I am pleased to inform you that the New Business Success <br />Program is nearzng the end of its first year in operation. The <br />Working Group, which you appointed in July of 1986, has identified <br />the industries which look promising for new start-ups, has <br />established a financial and technical assistance network for the <br />program participants, and has established a schedule of manage- <br />ment training for entrepreneurs. <br /> <br /> A total of 92 participants finished the first round of course~ <br />which ended last May. Of those, 17 new businesses were formed and <br />many entrepreneurs were in the planning stages for a future <br />start-up date. The Working Group is currently conducting a follow <br />up study to determine the exact number of businesses formed, the <br />number of new jobs created and the amount of financing leveraged <br />for those start-ups. <br /> <br /> The second round'of courses is scheduled for this fall and <br />winter ~ith a third round anticipated in the spring and summer of <br />1988. Norfolk State University, Old Dominion University and <br />Tidewater Community College continue to provide instructors for <br />the courses and the classes are being held in the Briefing Center <br />of the Port$mouth Partnership. <br /> <br /> Registration fees for the courses help cover the instructiona <br />and promotional costs, Itzis anticipated that $29,250 will be <br />collected in tuition and these funds will be used to pay for the <br />instruction, course materials and publicity for the program. I <br />recommend that $29,250 be transferred from the Grants Contingency <br />Account to cover these expenditures." <br /> <br /> Motion of Mrs. Lucas and seconded by Mrs. Webb, that authori2 <br /> tion be granted to transfer $29,250 from the Grants Contingency <br /> Account, as requested, and was adopted by unanimous vote. <br /> <br /> <br />
