028 December 12.2011 At a Called Meeting of the City Council on Monday, December 12, 2011, there were present: *Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 11 - 463 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, December 12, 2011 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 11 - 464 - Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to Virginia Code 2.2-3711 (A), to discuss appointments to boards and commissions, as per subsection 1, and also legal matters requiring the advice of legal counsel, as per subsection 7. The subjects of the meeting are discussion of candidates for possible appointment to boards and commissions, and also a legal matter involving the proposed tunnel tolls. The purpose of the meeting is to allow confidential discussion of appointments and legal strategy. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright Nays: None Motion by Mr. Moody, and seconded by Mr. Heretick, pursuant to Section 2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the closed meeting just concluded by the City Council.
