<br />November 22. 2011 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 22, 2011, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting of October 24, 2011, of a Called Meeting of October 25, 2011, and <br />of a Regular Meeting of October 25, 2011, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 447 - Presentation: <br /> <br />. Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br />- City Manager's Report - <br /> <br />11 - 448 - Adoption of an ordinance accepting a grant in the amount of $3,341.12 <br />from the Bureau of Justice Assistance of the U.S. Department of Justice and <br />appropriating said funds in the FY 2011-12 Grants Fund for use by the Police <br />Department to purchase bulletproof vests. Vision Principles: Thriving <br />Neighborhoods and a Sense of Community and Pride of Past, Promise of Future. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $3,341.12 from <br />the Department of Justice - Bureau of Justice Assistance to reimburse 50% of the cost <br />expended from the Grants Fund for the purchase of bulletproof vests for the Police <br />Department and Sheriff's Office personnel working on the streets. <br /> <br />Discussion: <br />. The grant will be used to reimburse 50% of the cost expended for the purchase of <br />bulletproof vests for the Police Department and Sheriff's Office personnel working on the <br />streets. These funds will be used to offset some of the costs for the future purchase of <br />bulletproof vests for the Police Department and Sheriff's Office personnel working on the <br />streets. <br />. Bulletproof vests are purchased and paid for as a 50/50 allocation between the <br />General Fund (Police Department's and Sheriff's Office budgets) and the Grants fund. <br />The revenue from the grantor is a reimbursement to the Grants Fund, which is a multi- <br />year fund. <br /> <br />Financial Impact: <br />. The grant award amount is $3,341.12 of Department of Justice funds (Police <br />Department 75%/Sheriff's Office 25%) for the purchase of bulletproof vests for <br />Portsmouth Police Department and Sheriff's Office. The matching funds are already in <br />Portsmouth Police and Sheriff's Department FY 2011/12 General Fund budget. The <br />City has no obligation once the grant has ended. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to appropriate the $3,341.12 to the FY11-12 Grants <br />Fund from the Department of Justice - Bureau of Justice Assistance.
