Presentation of special lapel pins to newly appointed board and commission
members.

- City Manager's Report -

11 - 448 - Adoption of an ordinance accepting a grant in the amount of $3,341.12
from the Bureau of Justice Assistance of the U.S. Department of Justice and
appropriating said funds in the FY 2011-12 Grants Fund for use by the Police
Department to purchase bulletproof vests. Vision Principles: Thriving
Neighborhoods and a Sense of Community and Pride of Past, Promise of Future.

Background:
. The Portsmouth Police Department has received grant funding of $3,341.12 from
the Department of Justice - Bureau of Justice Assistance to reimburse 50% of the cost
expended from the Grants Fund for the purchase of bulletproof vests for the Police
Department and Sheriff's Office personnel working on the streets.

Discussion:
. The grant will be used to reimburse 50% of the cost expended for the purchase of
bulletproof vests for the Police Department and Sheriff's Office personnel working on the
streets. These funds will be used to offset some of the costs for the future purchase of
bulletproof vests for the Police Department and Sheriff's Office personnel working on the
streets.
. Bulletproof vests are purchased and paid for as a 50/50 allocation between the
General Fund (Police Department's and Sheriff's Office budgets) and the Grants fund.
The revenue from the grantor is a reimbursement to the Grants Fund, which is a multi-
year fund.

Financial Impact:
. The grant award amount is $3,341.12 of Department of Justice funds (Police
Department 75%/Sheriff's Office 25%) for the purchase of bulletproof vests for
Portsmouth Police Department and Sheriff's Office. The matching funds are already in
Portsmouth Police and Sheriff's Department FY 2011/12 General Fund budget. The
City has no obligation once the grant has ended.

Staff Recommends:
. Adoption of an ordinance to appropriate the $3,341.12 to the FY11-12 Grants
Fund from the Department of Justice - Bureau of Justice Assistance. Vision Principles:
Thriving Neighborhoods and a Sense of Community, and Pride of Past, Promise of
Future.
