November 22. 2011 At a Called Meeting of the City Council on Tuesday, November 22, 2011, there were present: Mayor Kenneth I. Wright, *Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., Marlene W. Randall, *Stephen E. Heretick, Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler, Deputy City Attorney George M. Willson. 11 - 444 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 22, 2011 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 11 - 445 - The following items were discussed in Public Work Session: 1. Sheriff Staffing Report - Colonel Gomoke, Sheriff's Department 2. Hot Topics - - Virginian Coalition to End Homelessness (1000 Homes Program) - Brannon Godfrey, Deputy City Manager Scott Estate gift to the Museums - Brannon Godfrey, Deputy City Manager Proposal for an Independent Verification and Validation of the Operations of the Portsmouth Supplemental Retirement System and City of Portsmouth Fire and Police Retirement System - Kenneth Chandler, City Manager Olde Towne Parking - Richard Hartman, City Engineer Police Chief Report - Chief Edward Hargis 3. City Council Liaison Reports Councilman Moody- . Sports Hall of Fame meeting update. Councilman Cherry - . Portsmouth Port and Industrial Commission discussion. Mayor Wright - . Smithfield Foods closing update. 11 - 446 - Motion by Mr. Heretick, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss appointments by City Council. The subject matter of the meeting is to discuss the qualifications of candidates for appointment to boards and commissions. The purpose of the meeting is to permit confidential discussion of candidates. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None Motion by Mr. Edmonds, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and
