<br />October 25. 2011 <br /> <br />*Due to the continued slow upturn in the economy, and understanding the State's <br />current fiscal condition due to the deep economic recession, no submissions for <br />non-state agency funding were included. <br /> <br />. The following items have been included In the FY2013 Federal Legislative <br />Package <br />(In no particular order): <br />1. Visual and Performing Arts After School Program -$57,645 <br />2. Downtown Area Sewer Upgrades - $1,850,000 <br />3. Turnpike Road Widening Project - (Portsmouth Boulevard to Constitution <br />Avenue) - $21,658,000 <br />4. Gunshot detection and location system start up fee - $160,000 <br /> <br />Staff Recommendation: <br />. The staff recommendation is that upon Council's final approval of items to be <br />included in both packages, Portsmouth City Council should adopt both packages by <br />resolutions. Vision Principles: Bold New Directions, A Robust and Prospering <br />Economy, World Class Maritime Center, Lifelong Learning Community, Thriving <br />Neighborhoods and a Sense of Community, and Pride of Past Promise of Future. <br /> <br />Next Steps Following Council Action: <br />. The Senior Legislative and Management Analyst will be responsible for working <br />with the City's General Assembly delegation and lobbyist to secure adoption of the <br />City's State Legislative Package during the FY 2012 General Assembly Session. <br />. The Senior Legislative and Management Analyst will also be responsible for <br />working with the City's 113th Congressional delegation and lobbyist to secure adoption <br />of the City's FY 2013 Federal Legislative Package. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the changes in <br />the local elections. He also voiced his disappointment with the restoration of civil <br />rights not being included in the Legislative package. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />11-433(A): <br /> <br />"RESOLUTION ENDORSING THE CITY'S 2012 GENERAL ASSEMBLY <br />LEGISLATIVE PACKAGE. <br /> <br />WHEREAS, the Virginia General Assembly deals with a broad range of issues <br />that affect local government both directly and indirectly; and <br /> <br />WHEREAS, the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br />WHEREAS, these concerns need to be made known to Portsmouth's General <br />Assembly delegation so that they may be transmitted for consideration by the <br />Legislature. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it endorses the attached legislative proposals for the 2012 <br />General Assembly session and directs that both this resolution and the legislative <br />proposals be forwarded to the Portsmouth General Assembly delegation." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br />
