<br />At a Called Meeting of the City Council on Tuesday, October 25, 2011, there
<br />were present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., *William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr.,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />11 - 426 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 25, 2011 for the
<br />purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />11 - 427 - The following items were discussed in Public Work Session:
<br />
<br />1. Solid Waste Management Plan - Robert Gartner, SCS Engineers
<br />
<br />2. Craney Island Study Commission - Jack Tynch, Acting Chair, Craney Island Study
<br />Commission
<br />
<br />3. City Council Liaison Reports
<br />Councilman Moody-
<br />. Distribution of funds for the Museum and Fine Arts Commssion
<br />o Judy Duffy, Interim Chief Financial Officer, asked for and received
<br />consensus on the following items:
<br />Museum and Fine Arts Commission be allowed, for FY2012 budget, to
<br />use remaining funds for two entities.
<br />Group the cultural organizations under the Museum and Fine Arts
<br />Commission allocation for the FY2013 budget.
<br />
<br />11 - 428 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to
<br />discuss appointments to boards and commissions:
<br />
<br />The subject matter of the meeting is to discuss the qualifications of candidates
<br />for appointment.
<br />
<br />The purpose of the meeting is to permit confidential discussion of candidates.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />
<br />Motion by Mr. Cherry, and seconded by Mr. Whitehurst, pursuant to Section 2.2-
<br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.

<br />The motion was adopted by the following vote:
