<br />At a Called Meeting of the City Council on Monday, October 24, 2011, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst Sr., William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr.,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />11 - 423 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the City Council
<br />Chamber, 801 Crawford Street, 6:00 p.m., Monday, October 24,2011 for the purpose of
<br />a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />Supplemental Retirement Board Members:

<br />11 - 424 - The following items were discussed in Public Work Session:
<br />
<br />1. MGT of America - Mark Carpenter
<br />
<br />2. Supplemental Retirement Board Joint Meeting
<br />. Andre Stewart and Tom Shanley, New York Life
<br />. David Rose, Davenport & Company
<br />
<br />10 - 425 - Motion by Mr. Heretick, and seconded by Mr. Moody, to go into Closed
<br />Meeting pursuant to Virginia Code 2.2-3711 (A)(7), to consult with legal counsel about
<br />specific legal matters requiring legal advice.
<br />
<br />The subject matter will be legal issues related to the Portsmouth Supplemental
<br />Retirement System and the Portsmouth Fire and Police Retirement System.
<br />
<br />The purpose shall be to permit confidential discussion of this subject.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />
<br />Motion by Mr. Heretick, and seconded by Mr. Moody, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the closed meeting just concluded by the City Council.
<br />
<br />The motion was adopted by the following vote:
