<br />October 11. 2011 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 11, 2011, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes <br />of a Called Meeting of September 26,2011, of a Called Meeting of September 27,2011, <br />and of a Regular Meeting of September 27, 2011, and was adopted by the following <br />vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />11 - 415 - (a) Adoption of an ordinance accepting $120,000 in Federal Highway <br />Administration funds from the Virginia Department of Transportation and <br />appropriating said funds in the FY 2011-12 Capital Improvements Fund for a new <br />Urban System Highway Project to provide citywide signal timing of the City's <br />traffic signal system. Vision Principle: Bold New Directions. <br /> <br />(b) Adoption of a resolution approving a Project Programming Resolution <br />requesting the Virginia Department of Transportation (VDOT) to establish an <br />Urban System Highway Project to provide citywide signal timing of the City's <br />traffic signal system and authorizing the City Manager to sign an agreement with <br />VDOT for the project. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. This project is being funded by the Virginia Department of Transportation (VDOT) <br />under the Federal Highway Administration Congestion Mitigation and Air Quality <br />Improvement Program (CMAQ). <br />. The CMAQ Program is intended to support surface transportation projects and <br />other related efforts that contribute air quality improvements and provide congestion <br />relief. <br /> <br />Discussion: <br />. The city submitted a funding request to the Hampton Roads Planning District <br />Commission for these projects in 2010. <br />. This project expands upon the improvements to the traffic signal control system <br />currently being constructed under a $2,253,000 ARRA project (phase 1) and future <br />programmed improvements, utilizing the improved capabilities of the new systems. <br /> <br />Financial Impact: <br />. None. Total cost will be borne by VDOT, therefore no local matching funds are <br />required. <br /> <br />Recommended Action: <br />.
