<br />September 27.2011 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 27, 2011, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />*Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />11 - 400 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 27, 2011 for <br />the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />11 - 401 - The following items were discussed in Public Work Session: <br /> <br />1. Suffolk Lakes Update - Eugene White, Assistant City Attorney <br /> <br />2. Fire Chief Report - Fire Chief Don Horton! Deputy Chief Troy Tilley! Sunshine <br />Torrey, Manager of Fire Plans and Analysis! Battalion Chief Spence Campbell! <br />Captain Clark Ryder <br /> <br />3. Hot Topics <br />Olde Towne Parking - Richard Hartman, Interim Deputy City Manager <br />Debris Removal - Richard Hartman, Interim Deputy City Manager <br /> <br />4. City Council Liaison Reports <br />- Vice Mayor Whitehurst - <br />. Frederick Boulevard properties motion <br /> <br />11 - 402 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />1. matter involving the performance of individual employees or officials of the City, <br />as per subsection 1; <br /> <br />2. the sale of publicly owned real estate for a public purpose as per subsection 3, <br />and also; <br /> <br />3. matters requiring the advice of legal counsel for the City, as per subsection 7. <br /> <br />The subjects of the meeting are (1) the status of development plans for Cradock <br />High School, (2) an internal investigation into a personnel matter, and (3) a pending <br />lawsuit involving the issuance of municipal bonds by another locality. <br /> <br />The purpose of the meeting is to permit confidential discussion of these matters. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />Motion by Mr. Cherry, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
