552 January 12, 1988 "A RESOLUTION GRANTING A USE PERMIT.TO THE PARC, INC, TO OPERATE A TEMPORARY RESIDENCE FACILITY AT THE DALE HOMES RECREATION CENTER AT 1900 COLUMBUS AVENUE. WHEREAS, the Council of the City Of Portsmouth, Virginia, at a meeting held January 14, 1986, adopted a ResOlution granting a use permit to the Portsmouth Area Resource Coalition, Inc. to operate a'temporary:residenCe facility at the Dale Homes Recreation Center at 1900 Columbus AVenue; and WHEREAS, the ResOlution prescribed as a condition for the use permit that it was issued for a two year triat period and that any request for an extension of time must be supported by findingS~such~ as would be required if the use permit was being requested for the first time; and ~ ~ WHEREAS, W. Joseph Winfree, coordinator of PARC,.Inc., has made application pursuant to [40-78 (b) of the Code of the City of Portsmouth, Virginia, and the condition noted above in Resolution 1986-2 for the renewal of the use permit issued in 1985 (UP-85-31) and for the granting~of a new use permit as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsm0uth,~virginia: 1. That the use for which the use permit is sought: (a) Will not affect the health and safety of persons residing or working in the neighborhood of the proposed use; (b) Will not be detrimental to the public use or injurious to. the. property and improvements in the neighborhood; and · (c) Will be in accordance with the purposes of the Zoning Chapter of the City Code. 2. PARC, Inc., is hereby granted a use permit pursuant to [40-78 (b) of the Code of the City of Portsmouth, Virginia, to operate a temporary residence facility for twenty-one (21) residents in the Dale Homes Recreation Center at 1900 Columbus Avenue, such site being more particularly described as follows: UP-87-24 BEGINNING at the southwest intersection of Dale Drive and Columbus Avenue; thence south along the west right-of-way line of Columbus Avenue 283'; thence west 20'; thence north 123.64'; thence west 113.26'; thence north 159.36'; thence east 133.26' to the west right-of-way of Columbus Avenue.
