September 6. 2011 At a Called Meeting of the City Council on Tuesday, September 6, 2011, there were present: Mayor Kenneth I. Wright, William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 11 - 362 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, September 6, 2011 for the purpose of (a) adoption of an ordinance appropriating funds to a regional agency for debris removal; and (b) adoption of a resolution approving the Declaration of Emergency for Hurricane Irene. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." - City Manager's Report - 11-363: (a) Adoption of a resolution confirming a Declaration of Emergency made by the City Manager for Hurricane Irene. Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION CONFIRMING A DECLARATION OF EMERGENCY MADE BY THE CITY MANAGER FOR HURRICANE IRENE. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Declaration of Emergency made by City Manager Kenneth L. Chandler for Hurricane Irene, dated August 25, 2011, a copy of which is attached hereto, is hereby confirmed, pursuant to Portsmouth City Code S2-658." Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright Nays: None (b) Adoption of an ordinance appropriating $1,500,000 in the FY 2011-12 Grants Fund for expenses incurred as a result Hurricane Irene. Vision Principle: Bold New Directions. Background: . The City of Portsmouth was impacted by Hurricane Irene on August 2ih and August 28th, 2011. . The impact to the City of Portsmouth included but was not limited to preparation and necessary cleanup of debris following its passing. Discussion: . One of the greatest impacts to the citizens of Portsmouth was the debris generated by the passing of the storm and the ultimate clean up. . Due to the large amount of debris throughout the city we are recommending enlisting the assistance of the regionally procured contractor to facilitate the cleanup. Financial Impact: . Subject to the President's Declaration of a Federal Disaster for our area based on recommendations from FEMA and VDEM Emergency Operations center review, Portsmouth can receive reimbursement of all approved expenses generated by this storm.
