<br />September 6. 2011 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 6, 2011, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, William E. Moody, Jr., Marlene W. Randall, Stephen E. <br />Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Kenneth L. <br />Chandler, City Attorney G. Timothy Oksman. <br /> <br />11 - 362 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, September 6, 2011 for the purpose <br />of (a) adoption of an ordinance appropriating funds to a regional agency for debris <br />removal; and (b) adoption of a resolution approving the Declaration of Emergency for <br />Hurricane Irene. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />- City Manager's Report - <br /> <br />11-363: <br /> <br />(a) Adoption of a resolution confirming a Declaration of Emergency <br />made by the City Manager for Hurricane Irene. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION CONFIRMING A DECLARATION OF EMERGENCY MADE BY THE <br />CITY MANAGER FOR HURRICANE IRENE. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />Declaration of Emergency made by City Manager Kenneth L. Chandler for Hurricane <br />Irene, dated August 25, 2011, a copy of which is attached hereto, is hereby confirmed, <br />pursuant to Portsmouth City Code S2-658." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright <br />Nays: None <br /> <br />(b) Adoption of an ordinance appropriating $1,500,000 in the FY 2011-12 <br />Grants Fund for expenses incurred as a result Hurricane Irene. <br />Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The City of Portsmouth was impacted by Hurricane Irene on August 2ih and <br />August 28th, 2011. <br />. The impact to the City of Portsmouth included but was not limited to preparation <br />and necessary cleanup of debris following its passing. <br /> <br />Discussion: <br />. One of the greatest impacts to the citizens of Portsmouth was the debris <br />generated by the passing of the storm and the ultimate clean up. <br />. Due to the large amount of debris throughout the city we are recommending <br />enlisting the assistance of the regionally procured contractor to facilitate the cleanup. <br /> <br />Financial Impact: <br />. Subject to the President's Declaration of a Federal Disaster for our area based <br />on recommendations from FEMA and VDEM Emergency Operations center review, <br />Portsmouth can receive reimbursement of all approved expenses generated by this <br />storm. <br />
