<br />At a Called Meeting of the City Council on Tuesday, August 23, 2011, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr.,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.

<br />11 - 344 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 23, 2011 for the
<br />purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />11 - 345 - The following items were discussed in Public Work Session:
<br />
<br />1. Hurricane Irene Update - Fire Chief Don Horton / Battalion Chief Spence Campbell/
<br />Richard Hartman, Interim Deputy City Manager
<br />
<br />2. Portsmouth Enterprise Zone - Mallory Kahler, Development Manager
<br />
<br />3. Aid to Commonwealth - Kenneth Chandler, City Manager
<br />
<br />4. Mosquito Control Update - Kenneth Chandler, City Manager
<br />
<br />'" Councilman Cherry reminded Management to follow up on the Portsmouth Port and
<br />Industrial Commission/School Property discussion.
<br />
<br />11 - 346 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to
<br />discuss appointments to committees, boards, and commissions, as per subsection 1,
<br />the possible sale of publicly owned real estate, and the possible acquisition of other real
<br />estate for a public purpose, where competition or bargaining is involved, as per
<br />subsection 3; and also the award of the public contract, where discussion in an open
<br />meeting would adversely affect the City's bargaining position, as per subsection 30.
<br />
<br />The subject matter of the meeting includes appointments, the proposed Crawford
<br />Point development project, property in the Northside neighborhoods, and a prospective
<br />construction contract.
<br />
<br />The purpose of the meeting is to permit confidential discussion of possible
<br />appointments, and negotiating strategy.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />
<br />Motion by Mr. Heretick, and seconded by Mr. Moody, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
