"A number of Council Members have remarked that due to the <br />number of Planning items~bei~g generated, it is difficult to all( <br />adequate~t~me to fully~consider e~ch issue at_regularly scheduled <br />meeting. With growth and~prosperity, this is not an "unusual" <br />problem; a~d% in fac~.,~t~is.one which many.communities would <br />gladly have. Several years ago, City Council held a special <br />meeting every other month~%o~consider Planning~items. ~.When the <br />Planning Commission star~ed holding its public hearings every <br />month (versus every other~month), City Council~revised~its <br />procedure to consider Planning re~ated items each month (twice a <br />month, if needed). <br /> <br /> Mo~ion of Mrs. Lucas_and seconded by Mr. G~ay, the following <br />ordinance was adopted, and that the Council Rules <br />and Procedures be amended at the next meeting to reflect the <br />language of the ordinance, and by the following vote: <br /> £ <br /> <br />"AN ORDINANCE TerrA,END THE 'CODE OF THE'~IT¥~OF:PORTSMOUTH, <br />VIRGINIA, 1973, BY THE AMENDING SECTION 2-42 (b) THEREOF, <br />PERTAINING TO THE DATE, TIME OF REGULAR MEETINGS.~ <br /> <br />Ayes: Barnes, Gray, Lucas, Simpson, Webb <br />Nays: Corprew, Williams <br /> <br /> 88~56_- Letter from the City-Manager recommend~adoption of a <br />resolution appointing viewers for closing a portion of Shipwright <br />Street. <br /> <br /> "Herbert A. Haneman, Jr~ has made application to vacate a <br />portion of Shipwright Streef.-'~The notice of publication and <br />request for appointment of viewers has been advertised. <br /> <br /> I recommend adoption of the resolution appointing viewers <br />this application." <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Lucas, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF <br />SHIPWRIGHT STREET~ ~' - <br /> <br /> WHEREAS, HerberE A. Haneman, Jr., Helen H. Gould and Mary H. <br />Dixon have made application to vacate, close and discontinue the <br />hereinafter-described'portion of Shipwright Street, and it <br />appearinQ that notice of application and request for appointment <br />of viewers has been duly advertised as required~by..law. <br /> <br /> NOW,:THEREFORE, BE-TT RESOLVED by the-~ouncil of-the City of <br />Portsmouth, Virginia, that'Richard Ottavio,~Simon P~Arrington, <br />Robert McCurdy, James McGehee and Raymond Tweed be appointed <br />viewersand that Alber~ Carr~and~Howard Davis be: appointed <br />alternate viewers in the event one of the preceding viewers fails <br />to participate, said viewers to view the hereinafter-described <br />portion of said street and to report to this Council in writing <br />whether in their opinion any, and if any what, inconvenience woul~ <br />result in vacating and clos~n~ the following: <br /> <br /> <br />
