Steele, Pastor, New First Baptist Church, <br />opened the meeting with prayer, followed by the Pl:edqe~'~f~ <br />Allegiance to the Flag. <br /> <br />Mayor Webb welcomed all visitors in attendance. <br /> <br /> Motio~n: of Mr. Simpson and seconded b~Mrs. Lucas, minutes <br />of a called meeting of January 26, 1988; minutes of a regular <br />meeting of January 26, 1988, to be approved as received and was <br />adopted by unanimous vote. <br /> <br /> 88-50 The oath"of offiC~ ~a~ia~ministered to~$heit~ <br />Powell Pittman, City. CDleman% Senio~Q~nty <br />City Clerk, Miss Jan Pittman, Mrs. Pittman's daughter held the <br />Bible for her mother to take the oath. <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Gray, to appoint <br />Demetrice L. Pope and Dolores A. Moore, Deputy City Clerks, and <br />was adopted by unanimous vote. <br /> <br /> 88-51 - A resolution adopted at the City Council meeting <br />of January 26, 1988, was presented to Mrs. Thelma Neal, in <br />recognition of the late Lt. Charles O. Neal. <br /> <br /> 88-52 The following received Certificates of <br />Appreciation for their service on the following <br />Boards/Commissions, Thorburn A. Parker, Planning Commission, <br />Raymond Turner, Industrial Development Authority/Port <br />Industrial Commission. <br /> <br />88-53 - Public Hearing on a rezoning and group housing <br /> project application: <br /> <br />(a) Z 88-4 <br /> <br />GHP 88-1 <br /> <br />PRENTIS PARK NEIGHBORHOOD - Rezoning <br />and group housing project applications <br />of Byers Development Company, by <br />J. Gregory Dodd, Engineer/Agent, to <br />rezone property at 1610 Chestnut <br />Street from Industrial M-1 to <br />Residential R-60 to allow for four <br />8-unit apartment buildings. <br /> <br /> Greg Dodd, 164 S. George Washington Highway, Chesapeake, <br />representing Bayers Development, spoke in support of the <br />project. <br /> <br /> Minister Rafid Zaidi, <br />Black Concerned Citizens, <br />this time. <br /> <br />944-B Lincoln Street, representing <br />asked that the request be denied at <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Gray, to concur <br />in the recommendation of the Planning Commission, that Z 88-4 <br />to rezone property at 1610 Chestnut Street from Industrial M-1 <br />to Residential R-60 was denied, and by the following vote: <br /> <br />Ayes: Barnes, Corprew, <br /> williams, Webb <br />Nays: None <br /> <br />Gray, <br /> <br />Lucas, Simpson, <br /> <br /> The denial of Z 88-4 rendered consideration of GHP 88-1 <br />moo%. <br /> <br /> <br />
