Louise Lucas, LaMar williams 88-49 - The following call for the meeting was read: ~Pl~ase at~en~, a called meeting ~f the City Council to-be held in the City Coundil/City M~nage~ Conference Room,. 6th.. floor of City Hall', 801 Crawford;,Street, :at 4:00 p.m. on Tuesday, February 9, 1988, for the purpose of an appeal from the Commission of Architectural Review. In addition you may consider a motion to go into an executive session.- By order of the Mayor." 88-49(a) - A public work session was held for the appeal from James Key regarding a decision of the Commission of Architectural Review for Port Norfolk/Park View concerning 250 Webster Avenue. James Key and Wayne Silverberg, his contractor,::made :a presentation and answered questions of City Council. Norman Whitaker, Director of Planning presented the Commission of Architectural Review's position and also answered questions of City Council. Motion of Mr. Gray and seconded by Mr. Simpson, to refer the matter back to the Commission of Architectural Review for further consideration and was adopted by the following vote: Ayes: Barnes, Gray, Simpson, Williams, Webb Nays: None 88-49(b) Motion of Mr. Gray and seconded by Mrs. Lucas, to go into an executive session in accordance with Section 2.1-344 of the Code of Virginia to discuss the following: 1. The condition, acquisition and use of real property for public purposes as permitted Under subsection (a) (2); 2. Consideration of a personnel matter as permitted under subsection (a) (1); 3. Consultation with City Attorney and briefing by staff members pertaining to actual or potential litigation or the legal matters within the jurisdiction of the City Council as permitted under subsection (a) (6); 4. The disposition of publicly held property as permitted under subsection (a) (2);
