Julv 26. 2011 At a Called Meeting of the City Council on Tuesday, July 26, 2011, there were present: Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 11 - 297 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, July 26, 2011 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 11 - 298 - The following items were discussed in Public Work Session: 1. Legislative Process Review - Steve Lynch, Management Budget Administrator 2. Police Chief Annual Report - Chief Edward Hargis 3. Hot Topics - Citywide Wayfinder Sign Program - Fred Brusso, Special Projects Administrator Sheriff Department Budget - Judy Duffy, Interim Chief Financial Officer 4. City Council Liaison Reports Councilman Cherry - . Disparity Study discussion Councilman Moody- . Spoke on Roger Brown and the NFL Hall of Fame 11 - 299 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(7) of the Code of Virginia, to consult with legal counsel about specific legal matters requiring legal advice. The subject matter will be a legal issue related to the Portsmouth Supplemental Retirement System. The purpose shall be to permit confidential discussion of this subject The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None Motion by Mr. Moody, and seconded by Ms. Randall, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
