April'5, 1988 At a special called meeting of the City Council held on April 5, 1988, there were present: Mayor Gloria O. Webb, Jac~ P. Barnes, E~ G. Corprew, Jr., J. Robert Gray~ L. Louise Lucas, J. Herbert Simpson, LaMar Williams, George L. ~anbury, City Manager, Steven Lieberman, City Attorney 88-138 - The following call for the meeting was read: "Please attend a special cstled meeting of the City Council to be held in the City Council Chambers, 6th floor of City Hall, 801 Crawford Street, at 6:00 p.m., Tuesday, April 5, 1988, to consider a motion to go into an executive session for the purpose of consultation with the City A~torney on tega~ aspects of the Bide-A-Wee tract. The City Council may consider taking formal above in Public Session at the conclusion of the Session. action on the Executive By order of the Mayor." Motion of Mrs. Lucas and seconded by Mr. Gray to go into an executive session in acordance with Section 2.1-344 of the Code of Virginia to discuss the following: 1. Consideration of a personnel matter as permitted under subsection (a) (1); 2. Consulation with City Attorney and briefing by staff members pertaining to actual or potential litigation or other legal matters within the jurisdiCtion of the City Council as permitted under subsection (a) (6). On motion was adopted by unanimous vote. Council reconvened in Publid Session at 9:04 p.m. 88-139 - The following'citi~ens spoke concerning the Bide-A-Wee issue: John Wallace, 957 "C" Suburban Parkway, requested an additional 5 minutes to speak. Motion of Mrs. Lucas and seconded by Mr. Simpson, that the speaker be granted an additionali2 minutes, and was denied by the following vote: Ayes{ Webb, Lucas, Simpson Nays: Gray, Barnes, Corprew~ Williams Mr. Wallace chose not to speak withouttheextension oft i me. Rafi~ Zaidi, 944 B Lincoln Street, representing the Black Concerned Citizens, spoke concerning the agreement and its benefiting the Black Citizens of the City. Rev. Chester Moody, 283 Choate Street, stated he was opposed to the Bide-A-Wee agreement without the addendum.
