April'5, 1988 <br /> <br /> At a special called meeting of the City Council held on April <br />5, 1988, there were present: <br /> <br />Mayor Gloria O. Webb, Jac~ P. Barnes, E~ G. Corprew, Jr., <br />J. Robert Gray~ L. Louise Lucas, J. Herbert Simpson, <br />LaMar Williams, George L. ~anbury, City Manager, <br />Steven Lieberman, City Attorney <br /> <br />88-138 - The following call for the meeting was read: <br /> <br /> "Please attend a special cstled meeting of the City Council <br />to be held in the City Council Chambers, 6th floor of City Hall, <br />801 Crawford Street, at 6:00 p.m., Tuesday, April 5, 1988, to <br />consider a motion to go into an executive session for the purpose <br />of consultation with the City A~torney on tega~ aspects of the <br />Bide-A-Wee tract. <br /> <br /> The City Council may consider taking formal <br />above in Public Session at the conclusion of the <br />Session. <br /> <br />action on the <br />Executive <br /> <br />By order of the Mayor." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Gray to go into an <br />executive session in acordance with Section 2.1-344 of the Code of <br />Virginia to discuss the following: <br /> <br /> 1. Consideration of a personnel matter as permitted under <br />subsection (a) (1); <br /> <br /> 2. Consulation with City Attorney and briefing by staff <br />members pertaining to actual or potential litigation or other <br />legal matters within the jurisdiCtion of the City Council as <br />permitted under subsection (a) (6). <br /> <br /> On motion was adopted by unanimous vote. <br /> <br /> Council reconvened in Publid Session at 9:04 p.m. <br /> <br /> 88-139 - The following'citi~ens spoke concerning the <br />Bide-A-Wee issue: <br /> <br /> John Wallace, 957 "C" Suburban Parkway, requested an <br />additional 5 minutes to speak. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Simpson, that the <br />speaker be granted an additionali2 minutes, and was denied by the <br />following vote: <br /> <br /> Ayes{ Webb, Lucas, Simpson <br /> Nays: Gray, Barnes, Corprew~ Williams <br /> Mr. Wallace chose not to speak withouttheextension oft i me. <br /> <br /> Rafi~ Zaidi, 944 B Lincoln Street, representing the Black <br />Concerned Citizens, spoke concerning the agreement and its <br />benefiting the Black Citizens of the City. <br /> <br /> Rev. Chester Moody, 283 Choate Street, stated he was opposed <br />to the Bide-A-Wee agreement without the addendum. <br /> <br /> <br />
