--April 26, 1988 At a called meeting of the City council held on Tuesday, April 26, 1988, there were present: Mayor Gloria O. Webb, Jack P. Barnes, E. ~G. Corprew, Jr'., L. Louise L~cas, J. Herbert Simpson, George L. Hanbury, II/ City Managerf-Steven~Lieberman, City rAttorney~ Absent: J. Robert Gray., LaMar W~ll'iams 88-168 - The follow'~ng call for the meeting was read: "Please attend a called meeting of the City Council to be held in the Council Conference Room, 6th floor of City Hall, 801 Crawford Street, at-4:~30 p.m., ~uesday,~3Ap~it 26, 1988, for the purpose of an appeal from the Downtown D-1 District Design Committee. In addition, you may consider a motion to go into an executive session. By orde~ of ~the Mayor." 88-145 - A public work session was held for the appeal from Attorney John E. Pappas, representing Elmer Ashley of Kotarides Baking Company, regarding a decision of the Downtown D-1 Design Con~mittee"s to deny their application to install barbed .wire in.the.1000 block of King Street.~ ~ ' Motion of Mr. Barnes and seconded by Mrs. Lucas, to grant the application with the condition of the set back as requested by the City Attorney, and was adopted by a 5-0 (Absent - Gray, Williams) vote. Motion of Mr. Simpson and seconded by Mrs. Lucas, to go into an executive session in accordance with Section 2.1-344 of Code of Virginia to discuss the following: 1. The condition, acquisition and use of real property for public purposes as permitted under subsection (a) (2); 2. Consideration of a personnel matter as permitted under subsection (a) (1); 3. Consultation with City Attorney and briefing by staff members pertaining to actual or potential litigation or other legal matters within the jurisdiction of the City Council as permitted under subsection (a) (6); 4. The disposition of publicly held property as permitted under subsection (a) (2); 5. Consideration of appointments by the City Council as permitted under subsection (a) (1). On motion was adopted by unanimous vote. On motion meeting adjourned. APPROVED - /~ Mayor City Clerk * Councilman Williams arrived for the executive session at 5:15 p.m.
