<br />May 25. 2011 <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />11 - 209 - Adoption of an ordinance to re-appropriate in the FY 2011-12 <br />Education-School Operating Fund the sum of $3,062,208 remaining in funds <br />received from the U.S. Department of Education in Education Jobs Funds monies <br />and previously appropriated in the FY 2010-11 Education-School Operating <br />Fund. Vision Principle: Lifelong Learning Community. <br /> <br />Background: <br />. The Education Jobs Fund, Public Law 111-226, approved on August 10, 2010 <br />provides $10 billion in assistance to States to save or create education jobs. <br />. These funds are available for obligation between August 10, 2010 and <br />September 30, 2012. <br />. Portsmouth Public Schools was apportioned $4,019,217 from the Education Jobs <br />Fund. These funds were appropriated for FY2011 by City Council on October 26, 2010. <br />. A School Division may use these funds only for compensation and benefits and <br />other expenses, such as support services, necessary to retain existing employees, to <br />recall or rehire former employees, and to hire new employees, in order to provide early <br />childhood, elementary, or secondary educational and related services. <br />. The School Board paid employees a $500 Christmas Bonus, totaling $957,009 in <br />FY2011, and retained the remaining funds, $3,062,208 for use in FY2012. <br /> <br />Discussion: <br />. In order to expend the Education Jobs Funds in FY2012, an appropriation by City <br />Council is required. <br /> <br />Financial Impact: <br />. These funds will be used to reduce the impact of the reduction of over $12 million <br />in Virginia and American Recovery and Reinvestment Act (ARRA) funds from the <br />School Board Budget between FY2009 and FY2012. <br />. There is no required match for these funds. <br /> <br />Staff Recommends: <br />. Adoption of proposed appropriation ordinance. Vision Principle: Lifelong Learning <br />Community. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO RE-APPROPRIATE IN THE FY 2011-12 EDUCATION--SCHOOL <br />OPERATING FUND THE SUM OF $3,062,208 RECEIVED FROM THE U.S. <br />DEPARTMENT OF EDUCATION IN EDUCATION JOBS FUNDS MONIES AND <br />PREVIOUSLY APPROPRIATED IN THE FY 2010-11 EDUCATION--SCHOOL <br />OPERATING FUND." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 210 - Adoption of an ordinance to appropriate the sums of $915,393 in the FY <br />2010-11 School Board Risk Management and Insurance Fund; $955,702 in the FY <br />2011-12 School Board Risk Management and Insurance Fund; and $2,100,000 in <br />the FY 2011-12 Education-School Operating Fund from the FY 2010-11 <br />Portsmouth Public Schools Risk Management Fund balance.
